In your particular case the water meter was installed based upon the customer who initially requested water service for the property. City can and will move a water meter at the request of a property owner. As it was relayed to me. An individual in public works probably did say it couldn't be moved. However, the meter can be moved to accomdate your desired driveway location. There may be a modest charge (a couple hundred dollars or so) associated with utility crew moving the meter.
