The Housing Authority most likely paid good money for the drafting of the plans for improvements and such planner must pay closer attention to examine handicapped requirements in their recommendations. Jan in Apartment #110 requested handicapped parking and was given a form to fill out by Melanie Barns, office manager at Wildwood Terrace Apartments. Sharon in apartment #108 said that management knew she needed a handicapped space for her handicapped licensed vehicle for some time. I requested that Sharon affirm this to management again and request a form to fill out to designate a handicapped spot before the building permitt is signed off by the city Will you please call me to discuss this seeming non compliance with the the federal handicaned parking requirements. We do not have the funds available to rebuild the property, just complete the limited rehabilitation. As part of the rehabilitation, we did recognize the need to upgrade the office and all three designated handicap units to meet state and federal accessibility standards and included those areas in the budget. Compliance with the code designates a minimum handicap place ratio to total parking places. 3 Some thought the parking designated spaces was pre existing. (This is not so, as some marked spaces have been removed in the parking area of concern.) 4 No building inspector was designated to review the parking plan. 5 That placement of handicap parking must be "reasonable." "Reasonable" has not been specific to any location. "Reasonable" must include the right of the access of the public to visit as well as residents.
