Johns, AICP City Manager 417-4501 RE Building addition at 220 S P ne Street (Smithson/Poythress) I have reviewed the information submitted by Zenovic and Associates Sue Roberds Planning Manager regarding the stability of the marine bluff relative to a small addition to the 417-4750 existing residence. The site is located at the top of the marine bluff. The required 50-foot marine Nathan West bluff buffer of undisturbed native vegetation has been previously altered in the Principal Planner site and is non-existent. The buffer has been completely replaced b typical 417-4751 P Y P Y YP residential landscaping, primarily lawn. No buffer function or value will be Scott Johns lost by the proposed project. The vegetation on the bluff face is intact and Associate Planner provides protection to the bluff. 417-4752 A geotechnical report dated March 6, 2008, authored by Zenovic and Jim Lierly Associates has been submitted to the Department Community and Economic Building Inspector Development. That report indicates that the marine bluff is currently stable 417-4816 and that the proposed project will not reduce the stability of the bluff. Addition at 220 Pine Street, Port Angeles (Smithson/Poythress) Parcel No 06-30-00-004980 Lot 20 Block 49 TPA Dear Terry- Zenovic &Associates, Inc. presents herein the results of our geotechnical review of the referenced property located on the west side of the Pine Street, north of West Third Street in Port Angeles. The site sits at the top of the marine bluff that overlooks Port Angeles harbor Marine Drive runs along the base of the bluff and several commercial buildings are located between the bluff and Marine Drive N We understand that your intent is to construct a single-story 2'-6' wide by 14 long addition to the north side of the existing Smithson/Poythress residence on the property The addition will require a conventional spread footing be constructed to support the new addition, this spread footing will lie between the existing house and the bluff to the north V)I PURPOSE AND SCOPE OF SERVICES The purpose of the geotechnical review is to provide information regarding the soil and slope stability in order to develop the site in a manner that will not induce soil erosion or /d endanger on-site or adjacent off-site properties, consistent with the requirements of Chapter 15.20 of the Port Angeles Municipal Code (Environmentally Sensitive Areas protection). The scope of the review included a field inspection of the site and determination of site and adjacent property slopes using a hand-held clinometer No topographic mapping services have been provided Research of available data included a review of the USGS Topographic Map Port Angeles quadrangle, aerial photos on file at the Clallam County Road Department(DNR, 1971 1981 1990 1997 and 2005), aerial topographic mapping completed by David Smith &Associates, Inc. for the City of Port Angeles (Mar 1995), and the Soil Survey of Clallam County Area, Washington (USDA/SCS February 1987). Page 2 Mr Terry Barton —Addition at 220 Pine Street, Port Angeles March 6 2008 REGIONAL GEOLOGIC AND SOIL CONDTIONS According to the Soil Survey of Clallam Area, General Soil Map the City of Port Angeles area and the surrounding region are comprised of Elwha-Clallam-Catla soil association. These soils are typically moderately well-drained, nearly level to very steep slopes on hills underlain by compact glacial till Inspection of the soil maps of the site indicate that the property lies along the north edge of an extensive Elwha soil area that extends from the Elwha River on the west to the Dungeness River on the east, from the foothills of the Olympic Mountains on the south to the Strait of Juan de Fuca on the north. The Elwha-Clallam-Catla soils are derived from weathered glacial till These soils were deposited by the ice sheet during the Vashon stade glaciation The Vashon Glacial Till consists of a poorly sorted mixture of rock fragments deposited directly by the Vashon- age ice sheet. Finer portions of the soil consist of clay silt, and sand These fine particles comprise a moderately to highly compact matrix in which the coarser components (gravel cobbles, and boulders) are firmly imbedded SITE OBSERVATIONS An engineer from Zenovic&Associates, Inc. conducted a site visit on March 6 2008 to observe the site slopes, vegetation, surface and immediate subsurface hydrology and evaluate in-situ soils for density Existing Slopes The site currently has an existing two-story dwelling with a full basement and an attached garage. The dwelling is located approximately 17 feet from the top edge of the marine bluff The garage is located on the south side of the dwelling along the West Third Street. The bluff is approximately 100 feet high and is covered with dense brush and a mix of deciduous and coniferous trees of varying sizes. The slope of the bluff ranges from 100% near the top to approximately 50% near the bottom The property slopes downhill to the south, away from the edge of the bluff at approximately 10 percent. The dwelling and garage both have gutters and downspouts that direct the stormwater runoff from the roof into the existing storm sewer system in West Third Street. Likewise, all impervious surfaces to the south of the dwelling are graded such that the stormwater runoff is directed to the street. Properties to the east and west of the subject site are developed in a manner similar to this property with a dwelling near the edge of the bluff and garages and parking areas along the street. The yard areas for these properties and the subject site are covered with lawn and shrubbery No drainageways cross any of the properties and no runoff is directed over the face of the bluff No sloughage was observed on the face of the bluff no significant slope failures were observed in the vicinity of the site. Page 3 Mr Terry Barton—Addition at 220 Pine Street, Port Angeles March 6 2008 Soil Conditions The soils on the upland area are mapped as Clallam-Hoypus gravelly sandy loams in the Soil Survey The soils along the bluff are mapped as Dystric Xerothents, extremely steep in the Survey The Clallam-Hoypus soils are a mix of the outwash material that was deposited along the edge of the glaciers as they receded and the finer unsorted sands and gravels that were deposited directly by the glacier Both soil types are relatively free-draining the difference is that the Hoypus soils extend for significant depths, while the Clallam soils are underlain with a glacial till, a fine sand and silt that has been compressed by the overlying glacier This glacial till layer is essentially impervious to water Vegetation The upland area of the property has vegetation typical of residential development— lawn areas, ornamental shrubs and trees. The bluff slope area has a dense understory of brush with a fairly dense stand of alders and scattered fir trees. The trees on the property do not exhibit a pistol-grip growth form that is indicative of slopes with soil movement or creep The vegetation on the property indicates that the slopes are generally stable Hydrology and Drainage No surface depressions or runoff channels were observed on the property The site has no upgradient tributary area and moderately well-drained soils. No groundwater seepage was observed on the property or on the face of the bluff Given the unusually wet winter in the area, it appears that neither surface nor subsurface water impacts are of concern International Building Code Site and Soil Categorization Seismic design parameters for this site include a seismic zone soil profile of Type D in accordance with Table 1615 1 1 of the International Building Code The site soils can be classified as a gravelly sand consistent with Class 3 materials as set forth in Table 1804.2 of the International Building Code Allowable foundation pressure, lateral bearing and lateral sliding values as set forth in the table are appropriate for this site Increases for depth and width as set forth in the table footnotes are not recommended for this site, due to the proximity to the bank. Page 4 Mr Terry Barton —Addition at 220 Pine Street, Port Angeles March 6 2008 CONCLUSIONS The proposed project will impose minimal loads on the upland area of the bluff in close proximity to the house The new spread footings shall be no closer than 16 feet from the edge of the bluff Given the limited scope of the project and the fact that the proposed addition will be substantially supported by the existing house and associated improvements, the project will not endanger the stability of the bluff It should be recognized however, that construction in close proximity to any marine bluff needs to be completed with minimal impacts to the area between the construction and the bluff RECOMMENDATIONS General The proposed project shall be constructed in conformance with all requirements of the City of Port Angeles including but not limited to the International Building Code and applicable clearing grading, drainage, and erosion control requirements. Excavation and Grading Excavation for the proposed foundation components shall be carried to firm substantial unyielding subsoil, at a depth of not less than two (2)feet below the existing surface grade Excavations shall be completed by hand and excavated material shall be removed from the site; no stockpiling of excavated material in the area between the existing foundation and the top of the bluff will be permitted Excavation work shall occur not earlier than March 1 and shall be complete to the permanent condition before October 1 Drainage and Erosion Control Drainage facilities shall be provided to collect the runoff from all impervious surfaces, including the addition of concern the addition to the east of the house, and the new deck and stairway to the existing City of Port Angeles storm water system in West Third Street. No runoff from impervious surfaces shall be permitted to flow over the edge of the bluff Existing storm water collection/disposal systems shall be inspected to confirm that they are working properly and that any additional volumes added to the system will not exceed the system capacity Slope Maintenance Finished slopes should be adequately vegetated to prevent surficial runoff No organic material including grass clippings and tree or brush trimmings should be placed on any slopes steeper than 3 horizontal to 1 vertical These materials may help hold water on the slope, thereby reducing slope stability Page 5 Mr Terry Barton—Addition at 220 Pine Street, Port Angeles March 6 2008 USE OF THIS REPORT This report has been prepared at the request of Mr Terry Barton for the purpose of determining the appropriate development standards for an addition to an single-family residence on the subject property This report is specific to this site and the information contained herein is the property of Mr Barton and may not be used without his permission The findings set forth in the report are based on a site inspection and review of available data. The conclusions and recommendations derived from these findings assume that the site conditions do not vary radically throughout the site.
