I've attached a new beam calc showing a (3) 1 -3/4" x 14" LVL is equivalent or better than the original 3 -1/2 "x16 -1/2" glulam. They have decided that they would like the Kitchen and Dining Area vaulted which is structurally fine as I planned for a ridge beam in the first place. They will use 2x10 rafters. They just won't need the 2 ceiling joist support beams as shown on the plans originally. They will be using a high density R -38 with 1" of airspace rather than the R -49 on the flat. We talked about NOT overcutting the seat of the rafters to plane out with the existing 2x rafters. If necessary they will bird's mouth them and clip (with an A23 or equivalent) the rafter to the plate on the inside. If you'd like scaled sections /details let me know. NMI COMMUNITY ECONOMIC DEVELOPMENT DEPARTMENT Date: August 19, 2011 From: Nathan West, Director Community Economic Development Subject: Minor Deviation 618 Victoria Street James Clarke A minor deviation of the maximum lot coverage in the RS -7 Residential Single Family Residential zone is hereby approved to allow an increase in the maximum lot coverage from 30% to 31.5 The minor deviation is due strictly to proposed redevelopment and is not necessary due to normal site constraints such as topography. This action is taken with one condition supported by the following findings and conclusions: Condition: 1. Because justification for the minor deviation was partially requested to prevent the addition of bulk to the marine bluff by construction of a second story addition, the property owner agrees to file a note to title indicating that no further addition will be made to the single family structure that would increase the bulk of the structure. Findings: 1. Per Section 17.94.180 of the Port Angeles Municipal Code, a minor deviation from development standards may be approved by the Director of Community and Economic Development under certain circumstances. Minor Deviations of the Port Angeles Municipal Code require that findings be made such that: A. The granting of the minor deviation is consistent with the purpose of the zone in which the property is located and the project is otherwise consistent with the requirements of said zone. B. Because of special circumstance, the strict application of the zoning ordinance results in an undue hardship upon the applicant. C. The minor deviation will not be materially detrimental to the public welfare or injurious to property or improvements in the vicinity and zone in which the subject property is located; and D. The minor deviation is not greater than 10% of the requirement being deviated from. E. The site has been posted and adjacent property owners notified fifteen (15) days prior to approval of the minor deviation. F. Minor deviations not granted administratively must obtain a variance through the City's normal variance procedure as set forth in. Chapter 2.52 PAMC. Minor deviations may only be administratively approved up to a 10% deviation. 2. On July 28, 2011, James Clarke applied for a minor deviation to allow an increase in lot coverage from 30% to 32% in the RS -7 Residential Single Family zone at 618 Victoria Street. Mr. and Mrs. James Clarke are the property owners. 3. The property is situated on the marine bluff overlooking the Strait of Juan de Fuca on a nonconforming site consisting of 5990 sq. ft. in area. Site development consists of a 1236 sq.ft. home for lot coverage of 21 A sewer line easement exists along the south one -third of the site that restricts development in that area of the lot. 4. The applicants are proposing to remodel and add 684 sq.ft. to the existing residence for total lot coverage of 32 5. The applicants indicated that the request for an increase in lot coverage is due to the unique configuration of the site, the bluff location, and the restrictive sewer easement area. They also do not wish to add a second floor to the structure because they do not want to block the neighbor's view of the water. 6. The unique site configuration does not restrict the applicant from observation of the lot coverage maximum nor does the sewer easement restrict them from reaching that maximum lot coverage. It is the applicant's desire to construct dwelling area that exceeds the maximum lot coverage that is driving the request. A full second story could be constructed that would significantly increase the dwelling area without the need to exceed maximum lot coverage. A second story would likely block long standing neighboring views of the water in this location. 7. The remodel will be largely within the existing footprint area with some additional area created along the east and south sides of the structure. That new development will remain within required side setbacks without encroachment. No development is planned north toward the environmentally sensitive area (bluff) nor south encroaching into the sewer line easement area. 8. The applicants personally discussed the request for minor deviation with surrounding property owners and provided a list of those .property owners with the application indicating no objection to the proposal per 17.94.180 PAMC. 9. Per Section 17.94.180 PAMC, City staff provided notice of the land use request by U.S. Mail to adjacent property owners with the site posted for land use action. No comments were received as a result of either the mailing or posting of the subject site by the end of the 15 day comment period. 10. A variance was granted in VAR 99 -05 to allow an increase in lot coverage for the adjacent property (622 Victoria Street) to 44% due to its location on a marine bluff that prevented use of the north area of the site as it is a marine bluff. The variance allowed the construction of a detached garage on that property. Clarke Minor Deviation 11 -03 August 19, 2011 Conclusions: A. The ultimate use of the site is consistent with the purpose and intent of the RS -7 zone in which the property is located and does not affect the public welfare. B. The minor deviation will allow the maximum lot coverage in the RS -7 zone to be exceeded by a 2% footprint rather than the addition of a second story addition to obtain the desired living area which would cause some distress to neighboring properties given the marine bluff location. As conditioned, the applicant agrees not to add further to the bulk of the residence by adding second floor area in the future. C. Adjacent neighbors were notified per Section 17.94.180 PAMC and did not object to the proposed increase. Neighborhood development will not be negatively impacted by the proposal as designed. D. The minor deviation does not exceed the potential 10% that is permitted under specific circumstances as is described in Section 17.94.180 PAMC. As designed, the minor deviation does not permit any intrusions into setbacks nor into allow development into the environmentally sensitive area.
