It is my recommendation that this NESC code violation is corrected prior to the City granting final approval for the new construction. The NESC (National Electric Safety Code, Table 234-1) requires 230C3 cables (overhead triplex service conductors) to be a minimum of 3.5 feet above roofs of buildings they are not attached to, under loaded conditions. "Under loaded conditions" means the lowest sag resulting from heating the conductor to 120 degrees or placing V-t-inch of ice around the conductor. To make life easier, lets just say the conductor needs to be 4 feet above the roof! Unless Mr. Fritzer is willing to lower his new roof, the conductor will need to be placed underground or routed around the room addition by attaching it to a new power pole. It will be Mr. Fritzer's responsibility to coordinate with his neighbor at 601 Washington Street as to how to correct this violation. Public Works Utilities Department rift Laiii A. d01 January 18, 2007 Ole Ryan Fritzer it e4 609 S Washington St Port Angeles, WA 98362 4, 4'` 0 Subject: Clearance to overhead power line Dear Mr. Fritzer: 4 It has come to my attention that the pre- existing overhead electrical service conductor serving your neighbor's house has inadequate clearance crossing over your new room addition. Table 234 -1 of the NESC (National Electric Safety Code) requires electric service conductors to be a minimum of 3.5 feet above the roof under loaded conditions. Communication conductors need at least 3 feet clearance over the roof with a minimum of one -foot vertical separation between all the conductors. It is my recommendation that you initiate communication with your neighbor as soon as possible to reach a mutual agreement to achieve proper clearances. Some suggested solutions are to extend the service mast on your neighbor's house through the roof and the electric service conductor moved to the mast, install a pole on your neighbor's property and re -route the service conductor around your room addition, or convert your neighbor's electrical service to underground. Once you and your neighbor have reached an agreement, I will need to be notified so 1 can prepare an estimate for the City's portion of the work.
