The Trailer has an outside wall hanging unit for heating and cooling. The Trailer has a toilet, bathroom sink, kitchen sink and hot water heater. The Trailer will require a 200 AMP service to connect to electricity. The toilet and sinks will require plumbing and connection to the city sewer. The Trailer with transport from Arkansas and setup is estimated at $19,500.00. If you require additional information I have provided the City of Port Angeles Building Permit Office the Manufacturer's Owner's Manual for review. On Attachment 1 it states that the job shack is 14' x 60', but on the site plan it shows it is 30' x 64'. What is the correct size of the job shack? Will there be any plumbing or mechanical items (heater, ventilation fan, toilet, sink, shower, hot water heater, etc) in the job shack? If so, please specify the items. What is the valuation (labor material costs) of the job shack? I look forward to receiving your answers. ECONOMIC & COMMUNITY DEVELOPMENT RE: Temporary Use Permit - TUP 08-01 Lower Elwha Klallam Tribe OWNER: Washington State Department of Transportation RE: TUP 08-01 Lower Elwha Klallam Tribe Temporary Use Permit to allow the use of a temporary office construction trailer during a clearing and grading activity DATE: May 6, 2008 ACTION: The use of an approximately 160 square foot construction office trailer during completion of a construction activity permitted under Clearing and Grading Permit #08-02 is hereby approved with two conditions, supported by 7 findings and 3 conclusions listed in Attachment A to this report. STAFF ANALYSIS: The City's IH Industrial Heavy zone encourages the development of industrial activities. A clearing and grading activity resulted from the initial development of a permitted industrial use on the subject site that was aborted due to the discovery of historical artifacts and human remains on the subject property. Work ceased. The current on site activity involves reburial of the remains and artifacts and regrading of the site. The reclamation process is expected to require a lengthy period of time that is anticipated to last at least one year. Use of the construction trailer' will allow on site monitoring of work and will ensure the security of the site. A sani can will be available but no water source is requested. No residency of the trailer is permitted. Comprehensive Plan The Comprehensive Plan establishes the long range goals and policies of the City. Any project proposed in the City must be consistent with the goals and policies of the Comprehensive Plan. The Comprehensive Plan Land Use Map identifies the site and surrounding properties as Industrial. Zoning Ordinance The subject property and surrounding properties are zoned IH Industrial Heavy. The use of an office/construction trailer at 1507 Marine Drive is hereby approved for use during a filling and regrading activity that is pem1itted under Clearing and Grading Permit #08-04, to monitor site activities and provide security. No residential use of the temporary trailer is pem1itted under this permit. Use of the temporary trailer as an office shall cease with expiration of the approval on Mav 9.2009. at completion of the permitted activitv. or at expiration of Clearing and Grading Permit 08-04. whichever occurs first. 2. Placement of the temporary unit shall be in compliance with all pertinent local and state development regulations. Inspection and approval of the placement and utility hookup shall be inspected by the Fire Department and Electrical Inspector prior to use of the trai I er. Findings: I. Shoreline Substantial Development Permit SMA 03-01 was issued in 2003 to allow development of a large industrial property within the shoreline area as a graving dock for the Washington State Department of Transportation (WSDOT). The subject site is a part of that larger site that is approximately 13 acres in area and is located at 1507 Marine Drive. The site is more specifically described as being Lot 2 of the WSDOT Short Plat SHP 07-04. Lot 2 was deeded to the Lower Elwha Klallam Tribe (LEKT) by the Washington State Department of Transportation (WSDOT). 2. Initial site development work resulted in the discovery of human remains and archaeological artifacts within the shoreline area. The proposed clearing and grading activity is a result of that initial site work. 3. A request to utilize a construction trailer during the redevelopment of the industrial property by the Lower Elwha Klallam Tribe was received on April 21,2008. The temporary office unit is desired for on-site monitoring of a construction activity that includes filling and regrading an approximately 13 acre site, including the reburial of human remains and archaeological artifacts, the importation of clean fill, and the reconstruction of stormwater detention facilities on thc shoreline property. The construction trailer will offer the site some security measures as well. 4. A clearing and grading permit (C & G #08-02) was issued for the proposed fill activity by the City of Port Angeles Public Works and Utilities Department on February 28, 2008. The Clearing and Grading Permit will remain valid for one year from the date of issuance unless an extension is requested prior to expiration of the permit. 5. The approximately 160 square foot construction office trailer is proposed to be placed as shown on the drawing submitted with the Tempormy Use Permit application, on Lot 2 of the WSDOT Short Plat.
