S. A. DATE: 1_7~1 Gary KenwotJ Wayne Groff TO: FROM: RE: Side Sewer connection I recieved a request to look at a side sewer problem at 515 West 5th street on the morning of 1 January 1999. When I arrived on site 1 was met by the current resident. He had been digging at the point where the kitchen sink drain inters the ground. The two inch galvanized pipe was grouted into a four inch concrete pipe about eighteen inches under the surface. I exposed about three more feet to the east and found the concrete to the main had been abandoned and a three inch plastic pipe to the east had been connected to the concrete drain from the home. The neighbor from the house immediately east of515 west 5th introduced himself as Toad related the history of the plumbing problem. He stated that several years ago there was a water problem in the alley behind his place and that he had related this to the city for several years. The city finally dug up the area of the leak and found it to be from an old pressurized flush line that had been abandoned but not deactivated. At this time, the city cut the supply source and relieved the pressure. Toad claimed the sink hole and repair point was near the connection point for the sewer for 515 west 5th and had probably caved in on and crushed the side sewer to the house. Toad also stated he knew the owner of 515 west 5th to be Jerry Church. Toad stated that Church was having sewer problems but was scheduled to go to Alaska and did not have time to properly repair the plumbing so he abandoned the concrete line the ran to the city main and hooked a three inch plastic pipe to the east that he suspected went to a septic tank. Some time later he sold the house to Steve Temple who also experienced drain problems. Toad stated that Steve was aware of the irregularities that surrounded the sewer problems. Steve later sold the house to Lucille Harrison who is the present owner without disclosing any of the sewer problems. After learning all of this and inspecting the situation for myself, I contacted the wastewater division and requested them to T.V. the main in this area. The T.V. revealed the condition of the main to be acceptable with no fractures of dislocated joints but also showed considerable root infiltration in the main and the wye to the side sewer at 515 west 5th to be plugged solid with a root wad. During measuring and inspecting the area Annette stated she was with the crew that repaired the sink hole in the alley a few years ago and remembers the area to be thirty or forty feet to the east of the sewer connection for 515 west 5th. Dan Daugaard brought his mini-excavator on site and exposed five or six feet of the concrete line to the main. He removed a section of the pipe and tried to clear the line with a power snake. Because of debris and gravel he was unsuccessful and determined that the line would have to be excavated further in order to clear the obstructions. The following morning, Dan Morrison brought his larger excavator on site and between him and Daugaard they followed the concrete line one section at a time down to the main and found no damaged sections. The -. last section removed was packed solid with roots. Morrison and Daugaard repaired the connection and installed new six inch PVC pipe to the property line and connected to the plumbing from the house with four inch PVC. After the connection was completed, the pipe was sand bedded and the hole was filled with CDF. I was present during the excavation and repair and observed nothing to indicate that the city would have any liability toward the sewer problem. WAYNE GROFF Survey Technician City Of Port Angeles .
