This correspondence is intended to specifically address the electrical classification for the Moderate Risk Waste Facility On the basis of our recent telephone convcsation, I understand that you are familiar with Moderate Risk Waste Facilities, and their role in providing a convenient and responsible means for citizens to dispose of unwanted householcproducts such as used paint, motor oil, antifreeze, batteries, herbicides, pesticides, etc. The MRWF designed for the Port Angeles project includes three functional areas includji Receiving Area, Sorting Labpacking Area, and Flammable Liquids Bulking Storage Area. The general flow of material through the facility is as follows: Receiving Area Residents will deliver waste materials to the MRWF on scheduled dates, typically once or twice per month. Citizens will be direted by signage from the scalehouse to the MRWF Receiving Area, which is designed asa canopy covere d concrete slab with spill containment. The MRWF staff will be reepsible for removing the material from customer vehicles. The material will be visuily screened as it is being removed from customer vehicles to verify acceptability,and to verify the integrity of individual containers and packages. The staff will removethe waste, and places the material on rolling carts for transfer to the Sorting and Labpacking Area. iiJames Lierly Letter to Jim Lied pdf Page 2 Jim Lierly Port Angeles MRWF Page 2 Sorting Labpacking Area The Sorting and Labpacking Area is designed as a large open room, with adjacent office and restroom. This is the only area of the MRWF that is mechanically conditioned. The other two areas are naturally ventilated as aresult of being three sided, with a 14 -foot clear height to the underside of structure. As mentioned above, the waste material delivered by residents will be transferred bm the Receiving Area to the Sorting Labpacking Area for characterization and con9Jlidation with similar types of materials. The methodology used for packaging the waste for removal from the site will depend on the characteristics of each waste sub stream and the method used for transporting and disposing that particular type of product. For example, certain types of material may be placed in fiber drums, other types of matial in metal drums, or even plastic or cardboard totes or gaylords. Generally the types of material to be packaged in the Sorting Labpacking Area are non- combustble and non flammable products such as garden products, cleansers, batteries, etc. Combustible and flammable materials will be segregated for transfer to the Bulking &Flammables Storage Area for processing and temporary storage. Flammables Bulking Storage Area Similar to the Receiving Area, the Flammabi Bulking Storage Area is a canopy covered concrete slab with containment features. Flammable and combustible material will be transferred on rolling carts from the Sorting Labpacking Area for consolidation into 55- gallon drums. Consolidation dfammable liquids will be performed in accordance with prevailing regulation of O11A, National Fire Protection Association, International Fire Code, and WashingtooAdministrative Code. Combustible gas monitoring equipment will be used duringll bulking operations. No bulking or flammable liquids will occur within four (4) feetof any door or opening into the Sorting Labpacking Area. As the MRWF will be open only intermittently it is not anticipated that flammable /combus tible liquids or aerosol containers will be stored on the property for long periods of time. These materials willlikely be removed from the site at least once or twice a month. Electrical Classification Article 500 of the National Electrical Codeprovides the basis for designating certain types of environments as hazardous if they pose a risk of fire or explosion due to the presence of flammable gases or vapors, oflammable liquids, combustible dust, or ignitable fibers. For the MRWF it is proposed that the 24 inches nearest to the floor inall areas of the facility be designated as a Class I Division 2 environment.
