BACKGROUND /ANALYSIS: The Council included a project for reconstruction of 8th Street in its 1994 -1999 Capital Facilities Plan, with construction to occur in 1997 -98. This project is eligible for funding through the PWTF. Estimated cost for the project is approximately 1.7 million. Up to 90% of the project cost (10% match is minimum standard) could be eligible for funding. If successful, the award would be a loan for the maximum term of 20 years. Staff is reviewing the City's ability to repay such a loan, however, because of the application deadline a determination of whether or not to submit the application needs to be made at this time. Actual loan application approval will occur during the 1995 -96 legislative process. RECOMMENDATION: The Public Works Department recommends that the Council authorize the staff to complete the loan application form and authorize the Mayor to sign the attached Applicant Certification form.
