The single family home is currently on a private septic system. I have attached information from the Port Angeles Municipal Code referencing septic systems. Regarding the gravel road. The neighborhood would need to petition for any road improvements. The zoning for this area is RS 7. If Westwiew Drive were to be improved to the RS -7 paved standard it would be a 34' wide street with curb and gutter. I have also attached a copy of the aerial photo showing the sanitary sewer main west of the subject property. When this property is sold the City would request an address change. L ...."-., '-. 13.61.100 . 13.61.090 Private Wastewater Disposal System Allowed - When. A. A revocable permit for an existing private wastewater disposal system may be obtained from the Public Works & Utilities Director after consultation with the County Health Officer for as long as the existing system meets state and county requirements and does not cause any sanitary or other health problems. B. Either prior to approval by the City of a building permit for construction on a single lot existing on January I, 1995, or when a private wastewater disposal system had been but is no longer permitted pursuant to P AMC 13.61.090 A, or when applying for a short subdivision where all the lots are one-half acre or greater in area, the owner or owners may apply to the Director of Public Works & Utilities for an exemption from the requirement in P AMC 18.08.060 and P AMC 13.61.070 that the building be served by the City sanitary sewer system. The exemption may be granted only if all of the following requirements are met: I. The lot is further than 200 feet from the City sanitary sewer system or a lateral thereof; 2. The cost of extending the City sanitary sewer system would be an economic hardship on the owner or owners in that the estimated cost of a sewer extension would be over 125% of the cost of an approved septic or other private wastewater disposal system; 3. The owner or owners have signed a non-protest agreement for an LID to extend the City sanitary sewer system to the area; and, 4. The exemption will not be effective until a written permit for the septic or other private wastewater disposal system is obtained from the Clallam County Health Department. C. This Section shall not be construed to interfere with any additional requirements that may be imposed by the Health Officer. At such time as a public sewer becomes available to a property served by a private wastewater disposal system, a direct connection shall be made to the public sewer within ninety (90) days in compliance with this Chapter, and any septic tanks, cesspools, and similar private wastewater disposal facilities shall be cleaned of sludge and filled with suitable material. (Ord. 3140 91, 5/16/2003; Ord. 2857 93, 2/17/1995; Ord. 2394 Ch. II 99, 6/2/1986) 13 - 87 3/2009 . .. 13.61.170 Inoperative or Inadequate Sewer Service. Where it is determined by the Director or the Health Officer that a side sewer, drain, ditch, or natural watercourse or appurtenance thereof is obstructed, broken, inoperative or inadequate or is a significant threat to the public health, safety or welfare, or to public or private property, the Director shall give notice to the owner, agent or occupant oftheproperty in which such condition exists requiring the condition to be corrected within a specified time. If the owner, agent or occupant shall refuse to maintain, reconstruct, relay, reconnect, repair, or remove the obstruction of, said side sewer drain, ditch, or natural watercourse within the time specified in such notice, the Director shall perform such work as may be necessary to comply with this Chapter. The cost of such work done plus 15% shall be charged to the property owner or occupant and shall become immediately payable to the City Treasurer upon written notice of such amount being given to the property owner or occupant or posted upon said premises and shall become a lien against the property.
