SUBJFC'r: STRUCTURAL REPORT FOR 21$S.LINCOLN STREET(HISTORIC FIREHOUSE)
Summary: Staff developed a Request for Qualifications (RFQ) for structural analysis of the City-
owned, historic firehouse located at 215 S. Lincoln Street. Swenson Say Faget(SSE) was chosen
as the most qualified firm.SSF and their team designed a program to inform the City about Options
and costs for future restoration, rehabilitation, or remodel actions for the property.
Recommendation: Authorize the City Manager to execute a professional services contract with
SSE for$40,000.
Background/Analysis: After producing and advertising a Request for Qualifications(RFQ) for a
Structural Analysis of the historic firehouse located at 215 S. Lincoln Street, City Staff began early
negotiations with Swenson Say Faget (SSE) to produce a cost estimate for a number of scoping
items for structural analysis. SSF produced an updated scope of work, team roster, and cost
structure for the study. City staff then produced four options based on the scoping items and
presented them to the Real Estate Committee at the February 71a, 2011, meeting. At that meeting
the committee advised staff to implement Option 2 ($25,000) or Option 3 (540,000). Option 3 was
recognized to be the preferred Option but was only to be considered if Clallam County was to
contribute the additional $15,000 to meet the Option 3 cost of$40,000.
Option 2 provides for Structural Engineer Assessment by SSF with limited architectural
assessment of building envelope and cost control consulting from team members. Option 3
includes the Option 2 items with the addition of increased architectural services,hazardous
materials assessment, and geotechnical assessment to address items that would have to be
otherwise assumed for Option 2 (for example assuming major bank stability/underpinning issues
and asbestos and lead paint removal costs as part of the cost control consulting).
Option 3 provides a solid baseline study without assumptions while Option 2 provides baseline
information but would contain several critical assumptions that would likely need resolution prior
to consideration of any future rehabilitation actions. Subject to final Clallam County agreement to
contribute the additional $15,000 to Structural Analysis, City staff recommends that Council
authorize the City Manager to contract with SSE for the$40,000 Option 3 services.

History Originally, the City of Port Angeles fire hall structure was built in the 1930 s
(approximately) Repairs have been done to the rear of the building apparently due to erosion on
the east side(bluff) of the structure. A visual inspection of the exterior revealed that the brick line
has been elevated above the level line which? May have caused the brick veneer to buckle. The
uplift has produced what looks like tension.
Interior inspection revealed some shear line cracks in the masonry There appears to be-solid
concrete some masonry overlay in various locations through out the building. n

Recommendations 75
1 A structural engineer will need to inspect the building and provide the results of that inspection L/)
for structural stability, seismic condition of the building and any recommended repairs or retrofit to +
the City's Building Division. A soils inspection for stability and support of the structure is also
required for continued occupancy or a change of use.
2-It is difficult to provide information relative to deficiencies under the Building Code until a use
is determined, which will determine occupancy issues. Generally speaking, Chapter 34 of the
International Building Code shall apply to the existing building. The entire adopted codes shall
apply to new construction.
3- If the occupancy classification of the structure is to become public,medical or educational. The
building shall meet all of the accessibility requirements of the 2006 IBC, ANSI. 117 and adopted
amendments. This may include an elevator for the second story, including additional accessible
exiting depending on the occupant load.

SSF/BOLA recommend that the City restore the building's exterior to protect
existing historic features and provide a weather-tight envelope, provide seismic and
systems improvements as needed, upgrade accessibility to the building, improve
energy performance, and improve exterior site features ( $1.05 million). This will
ensure this historic structure remains a viable structure in the City of Port Angeles.
As a public use is developed the City can take the additional steps to prepare the interior of the
firehouse for whatever purpose is defined.
$0.8 to $1.2 million would account for finishes to interior depending upon occupation type.
This will likely raise the total cost to between $1.75 and $2.25 million to make the building
"move-in ready" .
Character defining features are not present inside the structure.
