Second, during the Hood Canal Bridge closure, the downtown area will be involved in the "Our Community at Work: Painting the Downtown Project' Once the bridge reopens in mid-June, it is very important that we have the fence removed from The Gateway and this facility is completely open to the public to further showcase the improvements in the downtown and our entire city In order to meet the schedules for these events, please work out any remaining issues that you have with Jack Heckman so that the west parking garage can be fully opened to the public no later than May 22 Opening of the pavilion and the east parking area will require the City to have the final design plans for the fix from your architect no later than May 4 to allow time for Primo Construction to complete the repairs prior to the Juan de Fuca Festival If your architect does not complete these -plans by May 4, it will be impossible for the repairs to be completed prior to the Memorial Day weekend. The concrete wall and slab in this location does not:have any structural significance like that of the upper level floor Therefore the allowable use of epoxy anchors in the wall or the slab becomes the easiest solution Sign position #3 is the most difficult to make work. The existing anchor inserts are to close to the curb to use a conventional base plate I have shown a solution on pages 13 and 14 that will allow the existing Y2 inserts to work. This uses an offset base plate that has an upper leg to the east that rests on the curb This reinforces the post when it is forced easterly by a west wind or earthquake The curb only rests, on the slab so we are not able to rely on shear loads The pressure must be vertical which this plate and brace creates This plate will need some grout under it to assure the appropriate loading of the curb Sign position #4 is straight forward in that the concrete is not poured next to the sidewalk and pavers on Front Street. By constructing a 16 inch wide by 16 inch deep footing for at least 2 feet along the parking curb, with 3/4"x12' AB at 12' o c e W a 1 plate can be installed with the sign post attached 08041 B1 As you can see the solutions are quite different for each location I believe that those are the most practical solutions for each, location If you would like some further refinements please let me know I am also enclosing an invoice for this work. Jim >>> RobertKugen <RKuaen(@Darametrix.com> 1/29/2008 4 44 PM >>> Denis, Susan Smith at TresWest has reviewed the questions raised by the City Building Inspector Her responses to the specific sections included are as follow - 404 1 System is activated by sensing vehicle presence by rise in carbon monoxide levels. 404.2 Ventilation rate exceeds 1.5 cfm per square foot. Garage square footage is 12994 square feet; exhaust fan EF 7 is rated for 22000 cfm, which is 1 69 cfm per square feet. 404 3 There are no occupied spaces on the garage level. 1 304 1 Fan capacity is in excess of 1.5 cfm per square foot, and an automatic carbon monoxide sensing system is described on M1 01 note 14 Fan is to activate at 50 parts per million (PPM) and deactivate at 25 PPM. " The other question raised by the Building Inspector referred to 406.4.2 which states a mechanical ventilation system shall be provided As this is the case all of the building inspector's questions should be answered and the concrete pour can continue as scheduled as the system specified meets or exceeds the requirements of the relevant sections. Annette Owens emailed me her concerns. I entered in Ernie's and Annette's comments in HTE. Basically their comments state that they need a backwater valve on their sewer and backflow protection for the irrigation and fire sprinkler systems. They are ready to have the permit issued. I just talked on the phone with Jim Lierly He asked me to have you call him right away on his cell phone (808-0534) He has concerns he needs to talk with you about regarding the piles. Because there are frequent combines sewer events in the downtown area, this, and any other new building in the area, should be required to install a backwater valve on their sewer See uniform plumbing code section P3008 for requirements. The concern is if we have our sewer back up due to a combined sewer event, the sewage would back up into the new building too. Basri, This email summarizes the contents of our discussion regarding the piles for the Port Angeles Gateway Parking Garage. We understand that the pile driving contractor had been experiencing difficulties with driving piles with conical tips for the east parking garage of the Port Angeles International Gateway Center We further understand that the piles are drifting several inches during pile driving In our geotechnical report, we recommended conical pile tips because they are more likely to pierce or move away an obstruction encountered during pile driving A pile driven with a flat tip is much more likely to be caught up in obstructions and may not be able to driven into the bearing layer The capacity of a pile driven with a conical tip and a flat tip will likely be ntica.L-bawer_ Uhe_contractor-ma_experience more difFculty if the pile is driven with a flat tip The traitta can drive the piles wi t a flat°tip-hgwever he shoutd- _ awareof the potential increased driving diffiicalties with with piles driven with a flat tip We understand that a pile axial load test has been completed on the piles for the main parking garage\ structure immediately to the west of the east parking garage The piles used for both parking garages are reportedly the same We understand that the piles for the west parking garage have a higher axial capacity then the piles for the east parking garage We further understand that the results of the pile loading test indicated that the piles for the west parking garage indicated that the piles had a factor of safety of at least 2. Considering the piles are the same and the design axial load for the east parking garage are less than the west parking garage it is our opinion that an axial pile load test for the east parking garage is not necessary_ We- rifferstasd..that_the contractor plans -to -co piste-alateraildad-piie test of the piles for the main parking garage structure. If the aterafpile foadfest for the west parking garage structure yield acceptable lateral capacity and the lateral loading for the east parking garage structure is less than the lateral loading for the main parking garage it is our opinion that a lateral pile load test for the east parking garage structure is not necessary Brian A.
