The following changes, additions, and/or deletions are hereby made a part of the
Service Contract for the construction of CSO and Weather Station Monitoring by
ADS Environmental.Services, Project No. US 06-03 dated September 15, 2009 as
fully and completely as if the same were fully set forth therein:
In each article of the contract, replace Exhibit A- Scope of Services, with Exhibit Al dated
June 2013 and attached to Amendment 3.
ARTICLE III. CONTRACT PRICE.
Add the following sentence to the end of the article: •
The City and ADS Environmental Services extend the contract one additional year
(July 15, 2013—July 14, 2014), for the tdtal annual compensation of$60,685.83 as
shown in the attached Exhibit B1 to Amendment 3.
ARTICLE IV. TERM.
Add the following sentence to the end of the article:
The term of the contract is extended to and including July 14, 2014.

END OF AMENDMENT
• Exhibit Al - Scope of Services
ADS Environmental Service ("ADS") will provide long term flow monitoring products and services
per this scope of work to collect and report data from four (4) monitoring locations. These sites are
currently monitored and ADS is replacing the existing meter network. These sites are located at
outfalls from the City's CSO system, and overflow and local rainfall data are to be reported to the
Washington State Department of Ecology and other regulatory agencies by the City.
The work will be performed in three phases; Mobilization, Flow Monitoring, and Data Analysis and
Reporting. The phases are described in the tasks below.
For the July14, 2013 to July 14, 2014 contract term, ADS will continue to maintain 4 CSO sites in
the City. The City plans to upgrade one structure at CSO 10 and convert from flow monitoring
maintained by ADS to flow monitoring maintained and monitored by City SCADA in the fall of
2013. The 3 remaining sites will continue to be maintained by ADS as in previous years
The change at CSO 10 necessitates the following additions to Tasks 4, 5, and 6, and the addition
of a new Task 9:
Task 1 - Flow Monitoring Equipment(4 Sites)-Task complete in 2009
ADS will provide ADS Model FlowShark TM AG Wireless Connect Flow Monitors to collect
depth and velocity data for the combined sewer overflow locations. The Flow Monitor
Package will include:
1. UltraSonic Quad-Redundant Depth Sensor with 35-foot cable.
2. Peak Velocity Sensor with 40- foot cable
3. 0-5 PSI Pressure Sensor with 40-foot cable and desiccant tube.
4. Installation Ring
5. Wireless Antenna
Monitor installation will include an ultrasonic depth sensor that will be mounted at the crown of
the pipe; a redundant pressure depth sensor mounted at the invert; and a Doppler velocity .
sensor also mounted at or near the invert, unless the specific site hydraulics require an
alternate configuration. ADS will provide a 1 year warranty on the equipment.
•
Task 2 - Precipitation Measurement/Weather Station Allowance
ADS will evaluate the existing Texas Electronics CWS-1 Complete Weather Station and
make a proposal to the City to perform the following services:
1. Operate and maintain the existing weather station
2. Provide wireless connectivity meeting the same specifications outlined in Task 7.
3. Upload data to the ADS IntelliServe Web Site for City access.

4. Manage and store weather station data within the web site with the ability for the City
to download the data in a Microsoft Excel format
5. Graphing function, to include the ability to graph all of the weather station data over
time and the ability to download and print graphs.
6. Direct upload of weather station data (rainfall, temperature and wind speed) from
either the weather station itself or the ADS IntelliServe Web Site to the City's web
site, with the intent of providing weather data to City web page viewers.
7. The ability to compare current rainfall data and CSO overflow data, and then as a
part of Task 8 below, include in the alarm notification email a determination of a wet
weather overflow or a dry weather overflow.
• If the City rejects the proposal, ADS will provide one ADS Model Rain Alert Rain Gauge
Package. The package will include an 8" tipping bucket, a mounting block, a wireless
antenna and a 1 year warranty on all of the equipment. ADS will also install and maintain
the package.
Task 3-Site Assessment and Installation of All Equipment-Task complete in 2009
•
ADS will conduct a kick-off meeting between representatives of the City and ADS
operations personnel. The purpose of the kick-off meeting will be to review the agreed upon
project scope, establish lines of communication, and to set contractual milestones (invoicing
schedule, etc).
• ADS will utilize a standard 2-person field crew for fieldwork and comply with Federal and
State standards for confined-space entry. The proposed flow monitoring locations will be
inspected, and verified for hydraulic suitability. ADS will confirm monitoring location pipe
diameters, .perform a manual depth and velocity confirmations, check for debris in the
manhole that could impact data quality and coordinate any required cleaning efforts with the
City. ADS will provide traffic control plans which are in accordance with the MUTCD. The City
will issue Right of Way Permits based on these traffic control plans.
Site reports will be generated upon completion of the site installations. The site reports will
include a sketch of the general location, physical characteristics and diameters of the
proposed monitoring locations, manhole depths; flow measurements, photos and other
comments pertinent to the location such as any special traffic or safety issues. Site reports will
also include an assessment of the quality of the data that can be gathered from the site,
including whether the site is prone to debris build-up, or has features that would cause •
unstable flow either during wet or dry weather such as:
. i. Skewed flow due to a bend in the sewer;
ii. Turbulence due to upstream drop shafts and vortex drops or junctions, etc.;
iii. Turbulence due to overflow weirs (the sensor should be located at least 2 times
the length of the weir upstream of the weir);
iv. Turbulence due to an orifice or location where flows are throttled (the sensor
should be placed at least 10 diameters downstream of the throttle.) .

In addition, ADS will verify that the flow conditions (depth and velocity) are as predicted and
are within the capabilities of the monitor such that site calibration checks are practicable (e.g.,
sites should have sufficient depth and velocity during dry weather to be measured by the
monitor and to allow independent velocity checks using a hand-held velocity monitor.)

All equipment will be installed (ring, sensors, flow meters, wireless antenna and rain gauge,
dependent upon the outcome of the weather station proposal) Once installed, the monitors
will be activated and set to take readings at 5-minute intervals. ADS Field crews will take
manual depth readings with a ruler and velocity readings with a portable, instantaneous velocity
meter in order to confirm the monitor is collecting accurate data based on the actual existing
hydraulic conditions at each location.
Two additional manual depth and velocity calibrations will be made on each flow meter over
the 1 year monitoring period to verify meter accuracy. The timing of these calibrations will be
set in the kick off meeting.
Task 4-Website Set Up
ADS will set up its ADS IntelliServe Website for the City. The website will only be accessible by
City authorized users.
For the 2013-2014 contract term, ADS will upgrade and replace ADS Intelliserve to ADS
Intelliserve II (also known as FlowWorks) for use by ADS and City of Port Angeles staff.
Data from 4 monitoring locations and rain data will be available on the website. Data from
CSO 10, once converted to the City's SCADA system, will be pushed to an .ftp site from
the City SCADA system to Intelliserve II. Raw depth and overflow rate will be available to
City staff on a daily basis through Intelliserve II.

Task 5-Flow Monitoring Field Service
Once the monitors are installed and the site hydraulics verified, ADS will monitor the flows
and remotely review the data twice weekly for the contract period of 1 year("monitoring
period"). If the analyst observes questionable or poor data quality, the Data Analyst will either
contact the City to perform basic site maintenance (defined below) or will issue a work order
for ADS field crews to perform extended site maintenance (defined below). ADS will maintain
the sites with the minimum response time given in Task 5 Section b).
This field service will involve a joint effort by both ADS and City field crews.
a) City of Port Angeles will visit the flow metering locations and the rain gauge or weather
station upon request by ADS data analyst staff (as indicated by deterioration in the data
quality) to perform basic site maintenance. Basic site maintenance includes: flow meter
battery replacement (batteries will be provided by ADS), swap out of flow monitor,
cleaning of the depth and velocity sensors and checking of the installation to make sure
that the ring is secure in the pipe.
•
b) ADS field crews will visit the flow metering locations and rain gauge or weather station
upon request by ADS data analyst staff (as indicated by deterioration in the data quality)
to perform extended site maintenance. Extended site maintenance includes:
additional manual confirmations (as determined by data review), sensor replacement,
and equipment configuration changes. ADS will provide 72-hour business day repair
response to sites which require extended site maintenance (a business day is Monday
through Friday and excluding the following holidays:

Before ADS field crews visit the site a work order will be generated.
In 2013, The City will instruct the contractor to protect the ADS flow monitoring equipment and
communication antenna at CSO 10 during CSO Phase 1 construction so that ADS can
continue to deliver data to the City in an uninterrupted fashion. When requested, ADS will
remove the ADS flow monitoring equipment and the responsibility for the maintenance of the
flow monitoring equipment at CSO 10 will transition to City staff.
ADS will not be responsible for data gaps or loss of data quality at CSO 10 following the
conversion from ADS flow monitoring equipment to City flow monitoring equipment in the fall
of 2013. ADS will continue responsibility for data gaps or loss of data quality at the remaining
3 CSO sites.
Task 6-Data Analysis and Reports
Upon collection of one month of data and for each month thereafter the ADS Data Analyst will
analyze, validate and finalize the data for each site (four flow monitors and one rain gauge or
weather station). The data analyst will calculate the overflow volume using the continuity
equation. Processed (analyzed and validated) data will be uploaded to the IntelliServe website
by the 20`h of each month.
In addition to the provision of raw data, ADS will prepare a Final Report of the depth, velocity,
flow data, overflow events and calculated volume in tabular, hydrograph, and scattergraph
format. The Final Report will be provided to the City by the 10`h of each month. Flow data in
Excel® electronic format will also be provided, including a spreadsheet that indicates overflow
duration and volume for the report period. (A sample format will be provided by ADS and
approved by the City).

For the 2013-2014 contract term, the ADS data analyst will calculate overflow volume
using weir or continuity equations, whichever provides the best quality data for the specific
CSO site. After the transition of CSO 10 to non-ADS equipment and maintenance of the
equipment by City staff, ADS will continue to finalize and report level and overflow data to
the City for CSO 10 until July 14, 2014.

Task 7-Wireless Communications
ADS will provide a Cingular SIM (Fixed IP GPRS Service) for the four flow monitors and
• weather station or rain gauge. Raw and historical data will be available 24/7 through the
IntelliServe web hosted system. ADS will maintain 95% connectivity for each site. Data from
sites will be downloaded daily unless the site reached the preset alarm condition at which
point data will be downloaded to the most recent data point.
Task 8-Website Data Display and Alarm Notification
•
Once the monitors are installed and the site hydraulics are verified, ADS will confer with
the City to determine the alarm notification threshold'for each site. Raw data will be uploaded
to the website daily. Notification alarms will be sent to City personnel and other designated
recipients when an overflow is detected at any of the four CSO locations. Alarms will be
registered and stored on the City's IntelliServe website, in conjunction with all flow metering
data, monthly overflow reports, site reports, maintenance logs, work orders, connectivity
issues, battery voltage and any other documentation pertinent to the flow metering locations.
The website will have the following features:
• Map of all sites
• Site Inspection or Review Sheets
• Work-order Management System (WMS) data: including maintenance activities,
instrument failures, etc.
• Raw, QC'd, and Finalized Flow monitoring data: for all sites, with the ability to download
the data as a .csv, comma-delineated, or other format.
• Downloadable graphs of the flow volume over time and data in Microsoft Excel format.
• Alarm function: Email notification of the start of an overflow event, must be made to the
City within 15 minutes of the start and finish of an overflow event. The event notification
may be based on the raw monitoring data. An email will be sent by the ADS Data
Analyst with one business day with an estimated flow volume based on the raw data
collected. If the overflow reported does not appear valid (due to equipment malfunction
or some other data aberration) then an email will be sent to that effect.
ADS will provide training and support services to the City and/or its Consultants for use of the
IntelliServe internal portal and database. ADS shall provide training at the City facilities for
City staff, which will allow staff to access, download and analyze flow data from the flow meter

sites. ADS shall provide a total of 2 hours in person training, to occur at the conclusion of the
first month of meter operation.
Task 9-Technical Assistance
At the request of the City, ADS will provide additional technical assistance, including
additional training or support as needed. This service will be invoiced on an hourly basis
as shown on Exhibit B1 to Amendment 3.

SERVICE CONTRACT
CSO AND WEATHER STATION MONITORING
BY ADS ENVIRONMENTAL SERVICES
CITY OF PORT ANGELES PROJECT NO. US 06 -33
THIS AGREEMENT is made and entered into this 15 day of sent ember
2009, between the City of Port Angeles (hereinafter called the "City") and ADS
Environmental Services (hereinafter called "ADS ").
The City and ADS, in consideration of the performance of the terms and
conditions hereinafter mentioned, agree as follows:
ARTICLE I
CONTRACT DOCUMENTS
The Contract consists of the attached Exhibit A - Scope of Services, Exhibit B -
Agreed Pricing, Exhibit C - Project Schedule, .Exhibit D - Clallam County Prevailing
Wage Rates, and this Service Contract. All obligations of the City and ADS are fully set
forth and described herein.
In the event of a discrepancy between any of the Contract Documents, as above
defined, the City shall make written interpretation thereof, which interpretation shall
govern.
ARTICLE II
SERVICES
ADS agrees to provide all labor, equipment, supplies and materials to service
and maintain the monitors and related equipment as outlined in Exhibit A. ADS shall
perform the Scope of Work to ensure that the monitors and related equipment are in
good working condition and perform their intended functions accurately.
ARTICLE III
CONTRACT PRICE
As complete and exclusive consideration for all services to be performed by
ADS, the City shall make payments to ADS in accordance with Exhibit B, Proposed
Pricing. In any event, ADS agrees to provide all work and services for a total
compensation not to exceed $109,628 without written amendment to this Contract.
Expenditures in the 2009 calendar year shall not exceed $89,158. The City has the
option to extend the contract for an additional year, for which the total compensation
shall not exceed $49,128.

ARTICLE IV
TERM
This Contract shall become effective upon execution by both parties, and
continue to July 15, 2010, at which date the City may elect to extend the contract an
additional year, to July 15, 2011.

ARTICLE V
ASSIGNMENT
ADS shall not assign any of its responsibility under this Contract without the
express written consent of the City.
ARTICLE VI
APPLICABLE LAW AND VENUE
This Contract shall be govemed by, and construed in accordance with, the
applicable laws of the State of Washington. Any legal proceedings to determine the
rights and obligations of the parties hereunder shall be brought and heard in Clallam
County
ARTICLE VII
INDEPENDENT CONTRACTOR STATUS
The relation created by this Contract is that of owner - independent contractor.
Neither ADS nor its employees are employees of the City and are not entitled to the
benefits provided by the City to its employees. ADS, as an independent contractor, has
the authority to control and direct the performance of the details of the services to be
provided. ADS shall assume full responsibility for payment of all Federal, State, and
local taxes or contributions imposed or required, including, but not limited to,
unemployment insurance, Social Security, and income tax.
ARTICLE VIII
PREVAILING WAGE REQUIREMENT
ADS shall comply with applicable prevailing wage requirements of the
Washington State Department of Labor & Industries, as set forth in Chapter 39.12 RCW
and Chapter 296 -127 WAC. ADS shall document compliance with said requirements
and shall file with the City appropriate affidavits, certificates, and /or statements of
compliance with the State prevailing wage requirements. The Washington State
Prevailing Wage Rates for Public Works Contracts, Clallam County, incorporated in this
Contract have been established by the Department of Labor & Industries and are
included as Exhibit D to this Contract. ADS shall also ensure that any subcontractors or
agents of ADS shall comply with the prevailing wage and documentation requirements

as set forth herein.
ARTICLE IX
NONDISCRIMINATION
During the performance of this Contract, the parties shall conduct their business
in a manner which assures fair, equal and nondiscriminatory treatment of all persons,
without respect to race, creed, color, sex, Vietnam era veteran status, disabled veteran
condition, physical or mental handicap, or national origin, and, in particular:
1.
The parties will maintain open hiring and employment practices and will
welcome applications for employment in all positions from qualified
individuals who are members of the above stated minorities.
2. The parties will comply strictly with all requirements of applicable federal,
state or local laws or regulations issued pursuant thereto, relating to the
establishment of nondiscriminatory requirements in hiring and employment
practices and assuring the service of all patrons and customers without
discrimination with respect to the above - stated minority status.

ARTICLE X
TERMINATION OF CONTRACT
In the event that any of the provisions of this Contract are violated by ADS or by
ADS's subcontractors, the City may serve written notice of intention to terminate such
Contract upon ADS, which notice shall specify the reasons therefore. Unless within
thirty (30) days after serving such notice upon ADS such violation shall cease and an
arrangement for the correction thereof satisfactory to the City be made, the Contract
shall, upon the expiration of the said thirty (30) days, cease and terminate. In the event
of any such termination, the City may purchase the materials necessary for complete
performance of this Contract, and ADS shall be liable to the City for any excess cost
thereby.
ARTICLE XI
SEVERABILITY
If any term or condition of this Contract or the application thereof to any person(s)
or circumstances is held invalid, such invalidity shall not affect other terms, conditions,
or applications which can be given effect without the invalid term, condition, or
application. To this end the terms and conditions of this Contract are declared
severable.

WAIVER
Waiver of any breach of any term or condition of this Contract shall not be

ADS Environmental Service ( "ADS ") will provide long term flow monitoring products and services
per this scope of work to collect and report data from four (4) monitoring locations. These sites are
currently monitored and ADS is replacing the existing meter network. These sites are located at
outfalls from the City's CSO system, and overflow and local rainfall data are to be reported to the
Washington State Department of Ecology and other regulatory agencies by the City.
The work will be performed in three phases; Mobilization, Flow Monitoring, and Data Analysis and
Reporting. The phases are described in the tasks below:
Task 1 - Flow Monitoring Equipment (4 Sites)

Exhibit A - Scope of Services
ADS will provide ADS Model FlowShark TM AG Wireless Connect Flow Monitors to collect
depth and velocity data for the combined sewer overflow locations. The Flow Monitor
Package will include:
1. UltraSonic Quad - Redundant Depth Sensor with 35 -foot cable.
2. Peak Velocity Sensor with 40- foot cable
3. 0 -5 PSI Pressure Sensor with 40 -foot cable and desiccant tube.
4. Installation Ring
5. Wireless Antenna
Monitor installation will include an ultrasonic depth sensor that will be mounted at the crown of
the pipe; a redundant pressure depth sensor mounted at the invert; and a Doppler velocity
sensor also mounted at or near the invert, unless the specific site hydraulics require an
alternate configuration. ADS will provide a 1 year warranty on the equipment.
Task 2 - Precipitation Measurement / Weather Station Allowance
ADS will evaluate the existing Texas Electronics CWS -1 Complete Weather Station and
make a proposal to the City to perform the following services:
1. Operate and maintain the existing weather station
2. Provide wireless connectivity meeting the same specifications outlined in Task 7.
3. Upload data to the ADS IntelliServe Web Site for City access.
4. Manage and store weather station data within the web site with the ability for the City
to download the data in a Microsoft Excel format
5. Graphing function, to include the ability to graph all of the weather station data over
time and the ability to download and print graphs.
6. Direct upload of weather station data (rainfall, temperature and wind speed) from
either the weather station itself or the ADS IntelliServe Web Site to the City's web
site, with the intent of providing weather data to City web page viewers.
7. The ability to compare current rainfall data and CSO overflow data, and then as a
part of Task 8 below, include in the alarm notification email a determination of a wet
weather overflow or a dry weather overflow.
If the City rejects the proposal, ADS will provide one ADS Model Rain Alert Rain Gauge
Package. The package will include an 8" tipping bucket, a mounting block, a wireless
antenna and a 1 year warranty on all of the equipment. ADS will also install and maintain
the package.
Task 3 - Site Assessment and Installation of All Equipment
ADS will conduct a kick -off meeting between representatives of the City and ADS
operations personnel. The purpose of the kick -off meeting will be to review the agreed upon
project scope, establish lines of communication, and to set contractual milestones (invoicing
schedule, etc).
ADS will utilize a standard 2- person field crew for fieldwork and comply with Federal and
State standards for confined -space entry. The proposed flow monitoring locations will be
inspected, and verified for hydraulic suitability. ADS will confirm monitoring location pipe
diameters, perform a manual depth and velocity confirmations, check for debris in the
manhole that could impact data quality and coordinate any required cleaning efforts with the
City. ADS will provide traffic control plans which are in accordance with the MUTCD. The City
will issue Right of Way Permits based on these traffic control plans.
Site reports will be generated upon completion of the site installations. The site reports will
include a sketch of the general location, physical characteristics and diameters of the
proposed monitoring locations, manhole depths, flow measurements, photos and other
comments pertinent to the location such as any special traffic or safety issues. Site reports will
also include an assessment of the quality of the data that can be gathered from the site,
including whether the site is prone to debris build -up, or has features that would cause
unstable flow either during wet or dry weather such as:
i. Skewed flow due to a bend in the sewer;
ii. Turbulence due to upstream drop shafts and vortex drops or junctions, etc.;
iii. Turbulence due to overflow weirs (the sensor should be located at least 2 times
the length of the weir upstream of the weir);
iv. Turbulence due to an orifice or location where flows are throttled (the sensor
should be placed at least 10 diameters downstream of the throttle.)
In addition, ADS will verify that the flow conditions (depth and velocity) are as predicted and
are within the capabilities of the monitor such that site calibration checks are practicable (e.g.,
sites should have sufficient depth and velocity during dry weather to be measured by the
monitor and to allow independent velocity checks using a hand -held velocity monitor.)
All equipment will be installed (ring, sensors, flow meters, wireless antenna and rain gauge,
dependent upon the outcome of the weather station proposal) Once installed, the monitors
will be activated and set to take readings at 5- minute intervals. ADS Field crews will take
manual depth readings with a ruler and velocity readings with a portable, instantaneous velocity

meter in order to confirm the monitor is collecting accurate data based on the actual existing
hydraulic conditions at each location.
Two additional manual depth and velocity calibrations will be made on each flow meter over
the 1 year monitoring period to verify meter accuracy. The timing of these calibrations will be
set in the kick off meeting.
Task 4- Website Set Up
ADS will set up its ADS IntelliServe Website for the City. The website will only be accessible by
City authorized users.
Task 5- Flow Monitoring Field Service
Once the monitors are installed and the site hydraulics verified, ADS will monitor the flows
and remotely review the data twice weekly for the contract period of 1 year ( "monitoring
period "). If the analyst observes questionable or poor data quality, the Data Analyst will either
contact the City to perform basic site maintenance (defined below) or will issue a work order
for ADS field crews to perform extended site maintenance (defined below). ADS will maintain
the sites with the minimum response time given in Task 5 Section b).
This field service will involve a joint effort by both ADS and City field crews.
a) City of Port Angeles will visit the flow metering locations and the rain gauge or weather
station upon request by ADS data analyst staff (as indicated by deterioration in the data
quality) to perform basic site maintenance. Basic site maintenance includes: flow meter
battery replacement (batteries will be provided by ADS), swap out of flow monitor,
cleaning of the depth and velocity sensors and checking of the installation to make sure
that the ring is secure in the pipe.
b) ADS field crews will visit the flow metering locations and rain gauge or weather station
upon request by ADS data analyst staff (as indicated by deterioration in the data quality)
to perform extended site maintenance. Extended site maintenance includes:
additional manual confirmations (as determined by data review), sensor replacement,
and equipment configuration changes. ADS will provide 72 -hour business day repair
response to sites which require extended site maintenance (a business day is Monday
through Friday and excluding the following holidays:

Before ADS field crews visit the site a work order will be generated.
Task 6- Data Analysis and Reports
Upon collection of one month of data and for each month thereafter the ADS Data Analyst will
analyze, validate and finalize the data for each site (four flow monitors and one rain gauge or
weather station). The data analyst will calculate the overflow volume using the continuity
equation. Processed (analyzed and validated) data will be uploaded to the IntelliServe website
by the 20 of each month.
In addition to the provision of raw data, ADS will prepare a Final Report of the depth, velocity,
flow data, overflow events and calculated volume in tabular, hydrograph, and scattergraph
format. The Final Report will be provided to the City by the 20 of each month. Flow data in
Excel® electronic format will also be provided, including a spreadsheet that indicates overflow
duration and volume for the report period. (A sample format will be provided by ADS and
approved by the City).
Task 7- Wireless Communications
ADS will provide a Cingular SIM (Fixed IP GPRS Service) for the four flow monitors and
weather station or rain gauge. Raw and historical data will be available 24/7 through the
IntelliServe web hosted system. ADS will maintain 95% connectivity for each site. Data from
sites will be downloaded daily unless the site reached the preset alarm condition at which
point data will be downloaded to the most recent data point.
Task 8 - Website Data Display and Alarm Notification
Once the monitors are installed and the site hydraulics are verified, ADS will confer with
the City to determine the alarm notification threshold for each site. Raw data will be uploaded
to the website daily. Notification alarms will be sent to City personnel and other designated
recipients when an overflow is detected at any of the four CSO locations. Alarms will be
registered and stored on the City's IntelliServe website, in conjunction with all flow metering
data, monthly overflow reports, site reports, maintenance logs, work orders, connectivity
issues, battery voltage and any other documentation pertinent to the flow metering locations.
The website will have the following features:
• Map of all sites
• Site Inspection or Review Sheets

• Work -order Management System (WMS) data: including maintenance activities,
instrument failures, etc.
• Raw, QC'd, and Finalized Flow monitoring data: for all sites, with the ability to download
the data as a .csv, comma - delineated, or other format.
• Downloadable graphs of the flow volume over time and data in Microsoft Excel format.
• Alarm function: Email notification of the start of an overflow event, must be made to the
City within 15 minutes of the start and finish of an overflow event. The event notification
may be based on the raw monitoring data. An email will be sent by the ADS Data
Analyst with one business day with an estimated flow volume based on the raw data
collected. If the overflow reported does not appear valid (due to equipment malfunction
or some other data aberration) then an email will be sent to that effect.
ADS will provide training and support services to the City and/or its Consultants for use of the
IntelliServe internal portal and database. ADS shall provide training at the City facilities for
City staff, which will allow staff to access, download and analyze flow data from the flow meter
sites. ADS shall provide a total of 2 hours in person training, to occur at the conclusion of the
first month of meter operation.

OVERTIME CODES
OVERTIME CALCULATIONS ARE BASED ON THE HOURLY RATE ACTUALLY PAID TO THE WORKER. ON PUBLIC
WORKS PROJECTS, THE HOURLY RATE MUST BE NOT LESS THAN THE PREVAILING RATE OF WAGE MINUS THE
HOURLY RATE OF THE COST OF FRINGE BENEFITS ACTUALLY PROVIDED FOR THE WORKER.
1. ALL HOURS WORKED IN EXCESS OF EIGHT (8) HOURS PER DAY OR FORTY (40) HOURS PER WEEK SHALL BE PAID AT ONE
AND ONE -HALF TIMES THE HOURLY RATE OF WAGE.
A. ALL HOURS WORKED ON SATURDAYS, SUNDAYS AND HOLIDAYS SHALL ALSO BE PAID AT ONE AND ONE -HALF
TIMES THE HOURLY RATE OF WAGE.
B. ALL HOURS WORKED ON SATURDAYS SHALL BE PAID AT ONE AND ONE -HALF TIMES THE HOURLY RATE OF WAGE.
