As the Lower Elwha Klallam Archaeologist and myself relayed to you while we visited the project location this morning (8 am on 06- 02 -09), I have previously monitored about 80% of the trench area to a depth of at least 12 feet deep at this location. There are two parts of the trench, about 10 feet on either side of the area in front of the Coho Terminal that have not been previously archaeologically monitored. I consulted with Bill White, the Tribe's Archaeologist, and we are both comfortable with you proceeding with the trench work (as you had defined in paint on the pavement surface this morning) without an archaeologist on -site. The primary reason for this is due to the presence of fill material as I previously observed during my 2008 archaeological monitoring of the installation of the Vortex Unit in this parking lot. As we discussed you may proceed with your project without an on -site archaeological monitor however the following language will be part of your City Permit and I expect you will follow it: If during an excavation that occurs without an approved archaeologist on -site, any phenomena of possible archaeological interest are uncovered, the developer shall immediately stop such work and provide for a site inspection and evaluation by the City of Port Angeles Archaeologist to ensure that all possible archaeological resources are handled in accordance with applicable law.
