This decision is based on the findings and conclusions included in this report. PROPOSAL. The applicant has requested a temporary use permit to occupy a 5th wheel recreational vehicle during remodel of a single family residence in the RS -7 Residential Single Family zone. STAFF ANALYSIS The RS -7 zone encourages the development of single family residential uses. In this case, the significant remodel will make living in the residence difficult during construction and the residents have asked to use a recreational vehicle for residency in the interim period. Comprehensive Plan The Comprehensive Plan establishes the long range goals and policies of the City Any project proposed in the City must be consistent with the goals and policies of the Comprehensive Plan. The Comprehensive Plan Land Use Map identifies the site as LDR Low Density Residential with surrounding properties being LDR Low Density Residential. Comprehensive Plan policies encourage residential development in LDR designated areas. Zoning Ordinance PAMC 17 96 050 states that the Planning Director may grant approval for the temporary occupancy of recreational vehicles as long as the activity is 1) consistent with the zone in which the proposal is located, 2) consistent with the Comprehensive Plan, and 3) not contrary to the public use and interest.
