Public Works Utilities Department Re: Peninsula College Parking Lot Storm Drainage Report Dear Mr. Schwartz, I have reviewed the Peninsula College Parking Lot project information dated April 1, 2010 and have the following comments: 1. I disagree with your assessment of the site disturbance area. The disturbance area should include the new access driveway as well as the bioretention areas in the old parking lot, the bioretention areas to the north of the parking lot, the small new pavement areas and trenching and structure installation areas. 2. This project does not qualify as a road maintenance project, nor can the project be split into renovations to the old parking area and the new access driveway 3 The entire project should be evaluated as a redevelopment project. 4. I did not complete the evaluation of the Stormwater Site Plan, as it appears that significant revisions will need to be made. I asked Rebecca Weston m your office to provide all of the disturbance areas related to the bioretention, etc. Adding all of the disturbance areas together, it appears that the total is over 1 acre, the total effective impervious surface is greater than 10,000 square feet and the total pollution generating impervious surfaces (PGIS) are over 5,000 square feet. All nine minimum requirements apply to both the new and. replaced impervious surfaces. To meet the nine minimum requirements, the TESC provided will need to be revised to meet the SWPPP requirements, flow control will need to be provided, as well as enhanced treatment and potentially oil control treatment The DOE manual allows biofiltration swales as part of a treatment train to meet the enhanced treatment requirement, but a sand filter, sand filter vault or media filter would need to be added. The requirement for oil control for commercial areas is an ADT (vehicles per day) count equal to or greater than 100 vehicles per 1000 square feet of gross building area. Please quantify your total gross building area and the average of the total number of vehicles in the lot per day Please call or email me with any questions or concerns. They include the parking lot improvements, the ball field construction and the West Campus Improvements. Each of the projects are proposing to meet the City requirements with the understanding that the flow control and water quality treatment thresholds have been exceeded based on the new and replaced impervious surface areas for the common plan (combined 3 projects) 1. Site disturbance areas are included as a whole the parking lot (bioswale and utility cut areas) the new access driveway and rain garden The TESC plan has been revised to meet the SWPPP requirements. 2 The storm drainage report no longer refers to the parking lot overlay as road maintenance and will not consider the parking lot renovations and new access driveway as separate projects 3 The entire project is now considered a redevelopment project.
