First, I would like to apologize for my inability to complete the scopes of work covered by this expired permit within the required time frame. This is especially embarrassing to me considering the great cooperation and support that your department has provided me during this process. We have worked continually and diligently on house and have completed work on three other permits and accomplished quite a bit of non -permit required work such as driveway and landscaping. Unfortunately, those accomplishments plus extensive medical issues and multiple out-of-state family relocation obligations contributed to my inability to complete the work for this permit on time. The following is a summary of work to be completed on that expired permit and my plan and time frame to accomplish that. Almost all of the work required by this scope is complete and the scope remaining consists of using concrete screws to fasten shims and composite planking directly on top of the three existing exposed concrete steps. The actual time required to do that installation would be about 8 hours. Considering current weather forecasts and my illness, I would request a Permit Extension of 21 days from now to 6 April to assure adequate time to complete this for final inspection. (WI-M STptlzcwaL-a= 121 East 2nd Street Notes for Front Stair Modifications 17 July 2011 1. The existing front porch is not changed by this revision to the stairs. The existing composite decking on the porch remains and will be duplicated for the new decks and stairs. 2. The top three existing concrete steps (treads and risers) will be covered with composite decking to be consistent with the new decks and steps. The existing steps are 11-1/2 inch deep with a rise of 7-3/4 inch. The thicknesses of the composite material will be revised as necessary to provide required thread depth and rise. The revised steps and new steps will be 12 inches deep and have a rise of 7-3/16 inch. 3. The 'planter stands" will be framed with 2x4 anchored to the existing concrete stairs with "Red -Head" concrete anchors. They will be sheathed with plywood, covered with building paper, and finished with Hardi fiber -cement siding and trim. 4. The existing concrete steps are indicated with dashed lines. 5. A treated 2x6 ledger will be attached to the concrete riser with concrete anchors. 6. Deck framing is treated 2x8 joists (Notched for the first 12 inches) at 12 inches on center attached to the ledger with joist hangers. The will have a span of 4 feet over the 2x4 pony wall and a cantilever of 15 inches. The rim joists shall be doubled as necessary to appropriately support the edge composite deck planks. Solid 2x8 blocking will be provided between joists over the pony wall. 7. The exposed face of the rim joist, the face of the pony wall and the exposed sides of the existing concrete stairs will be clad with Hardi fiber -cement siding. 8. Stairs will be framed as "stacked platforms" with treated 2x8 wood, trimmed to required size with blocking at 12 inches on center for plank support. 9. Treated 4x4 will be used for all railing post and will be anchored to the framing with 3/8 inch diameter through bolts and washers. Top rails will be horizontal 2x6 with vertical 2x4 support underneath and 2x2 pickets at 5 inch on center attached by screws to the 2x4 and the deck framing below. 10. A precast concrete post base will be used to support the north 4x10 beam supporting the lower deck. 11. The framing for the lowest stairs and "planter stands" and south 4x10 beam will be supported by a concrete slab. 12. The joist framing for the lower deck platform will be 2x6 on 12 inch on center. First, I would like to apologize for my inability to complete the scopes of work covered by this expired permit within the required time frame. This is especially embarrassing to me considering the great cooperation and support that your department has provided me during this process. We have worked continually and diligently on house and have completed work on three other permits and accomplished quite a bit of non -permit required work such as driveway and landscaping. Unfortunately, those accomplishments plus extensive medical issues and multiple out-of-state family relocation obligations contributed to my inability to complete the work for this permit on time. The following is a summary of work to be completed on that expired permit and my plan and time frame to accomplish that. There are basically two items of work remaining to be completed on the original extended renovation permit. • The first is the reconfiguration of the top three stair steps that were inappropriately modified by the previous owner and created a dangerous and noncompliant situation. That will require some re -framing, railing extension and modification, new stair treads, new trim and painting. • The second item is adding seismic strapping to the water heater located in the basement. That will require a new post and base and the straps. Since neither of these are weather sensitive, I am confident that I would be able to complete these two items with three weeks work. Allowing for my current illness, it would be conservative to allow for 4 weeks, which would mean requesting a permit extension to 13 April.. Again, apologize for the expirations and thank you for your continued support and assistance. Location. 121 E. 2"d Street Port Angeles, WA 98363 Owner- John T Sinton PO Box 243 Port Angeles, WA 98362 360— 460 —1904 This is an existing one car garage located immediately behind the sidewalk in front of the house. (Please see attached site plan and garage plan.) We understand that this is a non- compliant location, but because it is pre-existing, that there is not a requirement to remove the garage. However, we consider the current garage an eye sore and our intent is to eliminate the garage and utilize that location with the existing curb access to make a decorative concrete paved driveway up to the front of the house with off-street parking for two or more vehicles. The garage is about 13 feet wide by 22 feet long with a 7 foot interior ceiling height. The garage slab is about 4 inches above the adjacent city sidewalk elevation. The existing lawn abuts the east and north walls of the garage at about 36 to 40 inches above the garage slab The west garage wall abuts and existing poured in place concrete wall on the adjacent property The garage structure consists of a concrete slab and footings with 4 foot high 6 inch thick cast in place concrete walls on the east and north sides topped with 4 rows of 6 inch block and a 72 inch high 6 -inch concrete block wall on the west side. The "flat" roof consists of horizontal 2x6 rafters with tapered 2x shims to provide roof drainage. The roofing material is heavy duty corrugated aluminum. The garage doors are a pair of plywood panels with hinges attached to the side wood jambs. There are lights and shelves in the garage. The existing concrete and concrete block, wood framing and aluminum roofing are all unfinished. The exposed wood facia and garage doors are weathered and in poor condition. The proposed demolition consists of removing removal of the interior lights and shelves, removal of the corrugated aluminum roofing, dismantling the 2x6 roof framing and removal of the garage doors,. The breaker serving the garage will be turned off. The top four rows of concrete block will be removed. The aluminum roofing will be either reused elsewhere, or sold for salvage. The 2x6 rafters will be salvaged for other uses. The plywood on the garage doors will also be salvaged. The miscellaneous other wood blocking and furring strips will be salvaged for firewood. The concrete block will be broken up into small pieces and incorporated into landscape berms. The lights will be removed and reused elsewhere. At most, we would anticipate not more than a wheel barrow load of miscellaneous debris going to the local landfill/transfer station.
