No, 06-30-00-007560) Dear Mr. Lunderville: Zenovic & Associates, Inc. presents herein the results of our geotechnical review of the referenced property, located on the Tumwater Truck Route in Port Angeles, Clallam County, Washington. The property is situated on the base of a steep slope that forms the east edge of the Tumwater Creek ravine. Access to the site is from the Tumwater Truck Route. The majority of the property is currently undeveloped. A truck scale is situated along the west edge of the property near Tumwater Truck Route. A small scale shack is near the scale, but will be removed and a new shack constructed in conjunction with the project. At the base of the ravine bank, a 10-foot high concrete retaining wall was previously constructed; this wall extends approximately half way through the project site. It is our understanding that you intend to extend the existing concrete retaining wall in a southerly direction to allow for additional use of the property. The ravine bank on the easterly edge of the property is considered to be an Environmentally Sensitive Area pursuant to the Port Angeles Municipal Code (PAMC Chapter 15.20 PURPOSE AND SCOPE OF SERVICES The purpose of the geotechnical review is to provide information regarding the soil and slope stability in order to develop the site in a manner that will not induce soil erosion or endanger on-site or adjacent off-site properties, consistent with the requirements of the Port Angeles Municipal Code. The scope of the review included a field inspection of the site and determination of site and adjacent property slopes using a hand-held clinometer. In addition, measurements were taken to determine the amount the top of the bluff had receded based on available surveys. No topographic mapping services have been provided. Research of available data included a review of aerial photos on file at the Clallam County Road Department (DNR, 1971, 1981, 1990, and 1997), the Soil Survey of Clallam County Area, Washington (USDNSCS, February, 1987), aerial topographic mapping completed by David Smith & Associates, Inc, for the City of Port Angeles (Mar. 1995). and the Cronauer Survey, as prepared by Jack A. Glaubert, L.S. in September, 1987. Page 2 Olympic Scales, Inc. - Lots 19 and 20, Block 75, TPA December 1, 2003 REGIONAL GEOLOGIC AND SOIL CONDTIONS According to the Soil Survey of Clallam Area, General Soil Map, the City of Port Angeles area and the surrounding region are comprised of Elwha-Clallam-Catla soil association. These soils are typically moderately well-drained, nearly level to very steep slopes on hills, underlain by compact glacial till. Inspection of the soil maps of the site indicate that the property lies along the north edge of an extensive Elwha soil area that extends from the Elwha River on the west to the Dungeness River on the east, from the foothills of the Olympic Mountains on the south to the Strait of Juan de Fuca on the north. The Elwha-Clallam-Catla soils are derived from weathered glacial till. These soils were deposited by the ice sheet during the Vashon stade glaciation. The Vashon Glacial Till consists of a poorly sorted mixture of rock fragments deposited directly by the Vashon- age ice sheet. Finer portions of the soil consist of clay, silt, and sand. These fine particles comprise a moderately to highly compact matrix in which the coarser components (gravel, cobbles, and boulders) are firmly imbedded. SITE OBSERVATIONS An engineer from Zenovic & Associates, Inc, conducted a site visit on November 21, 2003 to observe the site slopes, vegetation, surface and immediate subsurface hydrology, and evaluate in-situ soils for density. Existing Slopes The site topography consists of a relatively level cleared and graded area at the base of the ravine bank and the steep, vegetated bank. As noted, a concrete retaining wall, approximately 10 feet high, runs along the base of the bank from the north line of the property to a distance of 84 feet to the south. Further south along the toe of the bank, the remnants of a similar retaining wall that failed are mixed with the soil mass that slid when the wall failed. The slopes of the ravine bank are variable due to the presence of the Cedar Street Roadway that runs across the face of the ravine bank in a north-south direction, Based on the aerial topographic mapping, it appears that the natural slope of the bank is approximately 2 horizontal to 1 vertical. Construction of the Cedar Street roadway resulted in areas of cuts and fills where the slopes are steeper than 1 horizontal to 1 vertical (see attached sketch). Soil Conditions The Soil Survey maps show the soil in the vicinity of the site to be a Neilton very gravelly loamy sand, 30 to 70 percent slopes. This is consistent with the site observation completed by this office. These soils are generally excessively drained and have a low available water capacity. As a result, the surface soil does not absorb significant water from incident rainfall during the winter months. Generally, incident rainfall percolates through the soil to depths well below the ground surface. These soils are highly erosive, however, and site development must be done in such a manner that impacts to the bank are avoided. Page 3 Olympic Scales, Inc. - Lots 19 and 20, Block 75, TPA December 1, 2003 Vegetation The level area at the base of the ravine bank is covered with gravel, concrete, and asphalt pavement. The ravine bank is covered with alder trees and dense underbrush. Hydrology and Drainage No surface depressions or runoff channels were observed on the property. The site has minimal upgradient tributary area and moderately well-drained soils. No groundwater seepage was observed on the property or on the face of the bank. CONCLUSIONS The ravine bank on and adjacent to the subject property is unusual in that it has been highly disturbed, first by the construction of the Cedar Street roadway across the face of the bank and further by the construction of the concrete retaining wall along the base of the bank. While the original ground slope of the ravine bank ( approximately 50%) is stable, the noted improvements have caused areas of the bank to become oversteepened and, therefore, unstable. Any construction activities that occur on or near the bank need to be done in such a manner so as to preclude further disturbance to the bank that could result in instability. RECOMMENDATIONS Construction of the proposed retaining wall at the base of the bank can be accomplished so long as proper techniques are used during construction to protect the bank and the Cedar Street roadway. The design for the retaining wall requires that the slope behind the wall be not greater than 2 horizontal to 1 vertical. Extension of the wall southerly along the existing alignment is not possible, given that constraint. As such, the wall will need to be extended westerly, parallel to the southerly property line, for a distance of approximately 16 feet, and then turn southerly at 90 degrees for a distance of approximately 64 feet (see attached plan). General All site improvement work on the property shall be constructed in conformance with all requirements of the City of Port Angeles including, but not limited to, the Uniform Building Code and applicable clearing, grading, drainage, and erosion control requirements. In addition, all wall construction shall be in conformance with the approved plans therefore. Excavation and Grading Excavations for the retaining wall footings shall be carried to firm, substantial, unyielding material. All excavations shall be kept free of standing water. Page 4 Olympic Scales, Inc. - Lots 19 and 20, Block 75, TPA December 1, 2003 Temporary excavation slopes in excess of four feet in height shall be sloped at not less than 1 horizontal to 1 vertical. Exposed excavation slopes shall be immediately covered with visquene to prevent erosion during construction. Permanent excavation and embankment (cut and fill) slopes shall be no steeper than 2 horizontal to 1 vertical. The wall shall be constructed using early curing concrete so that backfill of the wall can occur as soon as possible after the pour. Backfill material behind the wall shall be clean, free-draining material (drainrock or similar) that does not require mechanical compacting methods for consolidation. This backfill shall be carried to the surface. Drainage and Erosion Control Drainage shall be provided behind the wall to prevent ponding of water behind the wall. It is recommended that a 6" diameter perforated drain pipe be installed at the base of the footing of permit the free movement of any water away from the wall. As noted previously, all disturbed slopes shall immediately be covered with visquene to prevent erosion of the surface soils. Such erosion could destabilize the slope and contaminate the backfill, reducing the effectiveness of the drainage system. Slope Maintenance Finished slopes should be adequately vegetated to prevent surficial runoff, No organic material, including grass clippings and tree or brush trimmings should be placed on any slopes steeper than 3 horizontal to 1 vertical. These materials may help hold water on the slope, thereby reducing slope stability. USE OF THIS REPORT This report has been prepared at the request of Mr, Tom Lunderville for the purpose of determining the appropriate development standards for a concrete retaining wall and associated appurtenances on the subject property. This report is specific to this site and the information contained herein is the property of the Mr. Lunderville and may not be used without his permission. The findings set forth in the report are based on a site inspection and review of available data. The conclusions and recommendations derived from these findings assume that the site conditions do not vary radically throughout the site. The subject site is zoned IL, Light Industrial and designated Industrial (1) and Open Space (OS) on the Comprehensive Plan Land Use Map, ESA 03-06 - Lunderville Page 2 3. A Geotechnical Review was prepared by Zenovic and Associates on December 1, 2003 and submitted to the City of Port Angeles on December 3, 2003. The Geotechnical report included recommendations for the location of the retaining wall, drainage and slope to be included in the design, 4, Portions of the subject property meets the definitions of an Environmentally Sensitive Area as defined by PAMC 15.20 (Environmentally Sensitive Areas Ordinance). A steep slope exists on the eastern portion of the site. The purpose of the Chapter is to protect environmentally sensitive areas in accordance with the Growth Management Act. The intent of the Chapter is to use a function and values approach and establish minimum standards for properties containing environmentally sensitive features in order to protect the public health, safety and welfare which includes: a) avoiding disturbance of these areas, b) mitigating such impacts, c) protecting the public from personal injury, loss oflife or property damage due to erosion and landslides, etc., and d) protecting against publicly financed expenditures from misuse of environmentally sensitive areas, 5. All development proposals in Environmentally Sensitive Areas shall comply with the requirements and provisions of Chapter 15.20 PAMC. The responsibility for administration and enforcement ofthe provisions of the Chapter shall rest with the Community Development Director or his designee. 6. The site meets the standard of being a previously disturbed Environmentally Sensitive Area, in that a retaining wall was constructed at the toe of the ravine wall and a parking area developed on the flat area at the base of the retaining wall. A portion of the retaining wall failed and reconstruction shall be located 16 feet farther away from the toe of the slope than previously allowed. The entire development will be placed on the portion of the site currently being used as parking/maneuvering area for vehicles using the site. 7. The application included an environmental checklist as required under RCW 43.21C and PAMC 15.04, Previously a Mitigated Determination of Non significance (#576) was issued on February 11,2003, by the City's SEPA Responsible Official in compliance with RCW 43,2lC and WAC 197-11 for a similar project on the site. That project was not constructed. A Determination of Non Significance and Adoption of Existing Environmental Documents (MDNS #576) was issued on December 9, 2003, Conclusions: 1. As conditioned, the proposal is consistent with the requirements for development adjacent to a locally unique feature as defined in P AMC 15.20.070. 2. Location: 303 Tumwater Truck Route SEPA: A Determination of NonSignificance and Adoption of Existing Environmental Documents (#1050) has been issued for the proposal. DECISION: Approval with the following conditions: Conditions: 1. Construction shall be in conformance with the geotechnical report submitted for the project by Zenovic and Associates, Inc. dated December 1, 2003. 2. The parking lot area of the project shall be designed so that all vehicular maneuvering shall be accomplished on-site. 3. A surface water management study as directed by the Port Angeles City engineer shall be prepared for the proposed development and submitted with the Building Permit application. Findings: 1. An application for review under Chapter 15.20 P AMC (Environmentally Sensitive Areas) was received on October 30,2003, from Thomas Lunderville for the repair and construction of a concrete retaining wall on Lot 19 & 20, Block 75, TP A. 2. The subject site is zoned IL, Light Industrial and designated Industrial (I) and Open Space (OS) on the Comprehensive Plan Land Use Map, ESA 03-06 - Lunderville Page 2 3, A Geotechnical Review was prepared by Zenovic and Associates on December 1, 2003 and submitted to the City of Port Angeles on December 3, 2003. The Geotechnical report included recommendations for the location of the retaining wall, drainage and slope to be included in the design. 4, Portions of the subject property meets the definitions of an Environmentally Sensitive Area as defined by PAMC 15.20 (Environmentally Sensitive Areas Ordinance). A steep slope exists on the eastern portion of the site, The purpose of the Chapter is to protect environmentally sensitive areas in accordance with the Growth Management Act. The intent of the Chapter is to use a function and values approach and establish minimum standards for properties containing environmentally sensitive features in order to protect the public health, safety and welfare which includes: a) avoiding disturbance of these areas, b) mitigating such impacts, c) protecting the public from personal injury, loss of life or property damage due to erosion and landslides, etc., and d) protecting against publicly financed expenditures from misuse of environmentally sensitive areas, 5. All development proposals in Environmentally Sensitive Areas shall comply with the requirements and provisions of Chapter 15,20 PAMC. The responsibility for administration and enforcement of the provisions ofthe Chapter shall rest with the Community Development Director or his designee. 6, The site meets the standard of being a previously disturbed Environmentally Sensitive Area, in that a retaining wall was constructed at the toe of the ravine wall and a parking area developed on the flat area at the base of the retaining wall. A portion of the retaining wall failed and reconstruction shall be located 16 feet farther away from the toe ofthe slope than previously allowed, The entire development will be placed on the portion of the site currently being used as parking/maneuvering area for vehicles using the site. 7, The application included an environmental checklist as required under RCW 43.2lC and PAMC 15.04, Previously a Mitigated Determination of Non significance (#576) was issued on February 11,2003, by the City's SEPA Responsible Official in compliance with RCW 43.21C and WAC 197-11 for a similar project on the site. That project was not constructed. A Determination of NonSignificance and Adoption of Existing Environmental Documents (MDNS #576) was issued on December 9, 2003, Conclusions: 1. As conditioned, the proposal is consistent with the requirements for development adjacent to a locally unique feature as defined in PAMC 15,20.070. 2. As conditioned, the proposal will result in the least impact to the sensitive area and take into consideration site constraints associated with the subject property. 3. The Community Development Director concluded that the applicant's environmental information satisfies the requirements ofPAMC Sections 15.20.040. ESA 03-06 - Lunderville Page 3 4. The geotechnical report submitted as a part of the Environmentally Sensitive Areas application provide a basis for conditioning the construction activity such that it will be in the public interest, safety, and welfare. 5.
