09 -02 1321 Bent Cedars APPLICANT Mark Buchmann Temporary Use Permit to allow the use of an RV as a living unit during residential home construction in the RS -9 Residential Single Family zone December 18, 2009 The applicants have requested to reside in an RV in the RS -9 Residential Single Family zone during home construction at 1321 Bent Cedars. ACTION Approval for no more than one year subject to the following conditions CONDITIONS 1 Placement of the temporary living unit shall be in compliance with all pertinent local and state development regulations. The location shall be no less than 7 feet from a side yard and 10 feet from a rear yard in the rear 1/3 of the lot. The applicant intends to locate the RV in a carport constructed on the property 2. Siting of the temporary unit shall include a hookup to the on site septic system through a connection approved by the Public Works and Utilities Department, or the RV shall be removed at least weekly to a proper dump location. An approved power hookup shall be made per the City's Electrical Inspector prior to occupancy of the unit. 3 Approval is for a one year period or until final of the residential structure, whichever occurs first, with regular inspection reports provided quarterly Upon final inspection of the residential unit, the RV shall be stored in an appropriate location per the City's Municipal Code but shall no longer be used for residency on site Residential hookups shall be abandoned No extension beyond Temporary Use Permit TUP 09 -02 Buchmann December 18, 2009 Page 2 one year will be permitted. If continued residency of the RV unit is desired, it shall be removed to an appropriate off site location. This decision is based on the following findings and conclusions FINDINGS 1 A request to occupy a mobile RV unit on site during residential construction was received on December 12, 2009, from Mr Mark Buchmann. Mr Buchmann is constructing a residential unit in the RS -9 Residential Single Family zone at 1321 Bent Cedars that is remote in its location and hidden from view off property 2. Section 17 95 060 of the Port Angeles Municipal Code authorizes the Planning Manager of the Department of Community and Economic Development to authorize permits for occupancy of temporary buildings, including mobile homes, used in conjunction with construction or reconstruction projects, or buildings used as real estate tract offices, for a period not to exceed one (1) year Such temporary buildings may be located in any zone; provided, however, sufficient setbacks are maintained to protect the public health, safety, and welfare. 3 A building permit is required for residential construction. Building permit 09 926 was issued for the construction of a single family residence for Mr Buchmann. The applicant stated that he does not plan to occupy the RV more than 1 year, and that he will provide regular progress reports. 4 Placement of a temporary unit must be inspected and approved by the City's Fire Department and Electrical Inspector to ensure that all relevant local and state regulations are followed prior to occupancy CONCLUSIONS 1 As conditioned, the use complies with Section 17 95 060 (Temporary Buildings) of the Port Angeles Municipal `Code and with development standards of the RS -9 Residential Single Family zone. 2. (360) 461 3745 GENERAL The work described in this document consists of the construction of a septic system for a Three Bedroom Single Family Residence. The system consists of septic tank and a conventional gravelless infiltrator septic system drainfield Note This septic system is designed 'for residential strength waste only at a BOD of 230 mgYl TSS of 145 The contractor shall be Licensed Bonded, and Certified by the Clallam County Department of Environmental Health The contractor shall give the Designer forty -eight (48) hours notice of the installation Failure to notify the Designer may result in delays in inspection. MATERIALS. SEPTIC TANK The septic tank shall be a new 1250 Gallon two compartment septic tank The tank shall meet Washington State and Clallam County Codes and be water tight The Designer has the option to require the tank to be water tested to insure that the tank is water tight. Inlet and outlet sanitary tees .made of plastic material shall be installed A riser shall be installed to within 6 (inches) of the ground surface on the inlet outlet side openings for inspection An approved septic tank outlet baffle screening device is required to be installed in the septic tank outlet baffle 1 PIPE Transport piping from the SEPTIC TANK to the Distribution Box and from the Distribution Box to the Infiltrator Units shall be CL 200 PVC or better and shall be solvent weld. DISTRIBUTION BOX The distribution box shall be made of concrete and fitted with rubber gaskets to insure a watertight seal is achieved The Distribution Box shall be installed in original undisturbed soil to prevent settling A riser shall be installed to the ground surface for inspection COVER MATERIAL Soil used to cover the drainfield shall be sandy loam material or native soil from the site of similar soil composition Soil with apparent clay content or soil that may compact shall not be used. If the contractor has any questions about the cover material soil type please ask the Designer The sandy loam cover soil material shall be relatively clean and free of large rocks and organic material The cover soil shall be placed carefully over the open trenches to a minimum depth of nine (9) inches. CONSTRUCTION Gravity transport piping shall installed as shown on the Plans or directed by the Designer Care shall be taken when bedding the pipe Bedding material shall be free from large rocks or objects which may damage the pipe The Infiltrator Units shall be installed along the natural contours of the ground and may vary slightly from the Plans. A leveling instrument shall be used to layout the trenches prior to installation If a problem arises due to uneven or sloping ground the Designer shall be notified and will take the necessary changes If the contractor so desires.the Designer at no extra charge) will help the Contractor layout the drainfield prior to installation The Trench bottom shall be raked prior to infiltrator installation to remove foot marks and depressions in the infiltrative surface An Infiltrator Splash Plate shall be installed in the first infiltrator of each trench to provide proper distribution of effluent to the infiltrative surface The Septic tank and Distribution Box shall be installed as shown on the Plans or as directed by the Designer Gravity lines to and from the tank shall be grouted and properly back filled to assure a water tight seal MONITOR PORTS Monitor Ports shall be installed in the last infiltrator of each trench to allow access for monitoring of effluent saturation as needed Monitor Ports shall extend from the infiltrator unit to the surface of the ground A loose fitting cap shall be placed on top of the monitor port for easy remu'al clui ing munitut ing To assist the Designer in producing an accurate AS BUILT the Contractor is requested to provide the Designer at the time of final inspection a sketch of thc installation showing setbacks and length of lateral lines etc. Dennis J.
