NO occupancy of the building at the end of the pier can occur without (1) final of the building permit; and no use of the building by the public, meaning anyone but you as the owner, can occur without (2) authorization of use of the pier following condemnation. I expect you will be having Gene do that engineering inspection, but plan on needing that done prior to any use of the pier structure by anyone but you. I did contact L & I about releasing the citation on the pier. You will need to have it certified by an engineer prior to use. Any questions, please let me know. Pier Building. • Paul Cronauer has'succeeded in installing the perimeter beams on'piling and the steel connection•to the piling along.with the.steel•corner-connections of the beams. He has also installed the internal floor beam connections to these external beams which significantly stabilizes the entire floor structure: He has -replaced the failed beams under the Northeastfloor section and that isnow leveled out. He has poured the, concrete floor., beam at 24 ft..from the. north wall, and. at the support wall running north -and south -where the•two structures -meet. ,He has also repaired the decayed walls. from the old ice room: This has required the ' replacement of beams An. the floor system with double 4x12 beams under west wall and the replacerrient*of.the wall. itself. I have inspected the:wail with its new %_inch sheeting, on both sides and metal -siding.' I have also confirmed that the sheeting creates continuity to the beams below and -connections -to the main.floor beams which are newly connected to the new exterior beam of the dock: He has.also added new % inch plywood gussets on the end connections of - the roof trusses improve the truss reliability in the roof system, Thus it,appear; t_o.me that the: lateral: capacity of the_ structure on the deck now meets the code requirements. • . All ,the 4x12 floor beams are now in place -and the southeastwork area under the light framed truss roof• is now all concrete deck. This:was installed over.corrugated galvanized steel. sheeting on'the 4x12'beams: This is a. significant improvement over the, wood deck that was there and will allow the unloading of boats ina much better environment With' protection of the structure. There are some small aeeas.of.decking yet.to,be. placed,on the perimeter. -These.'are Waiting until the battered piles are installed before they are completed. ` Mr. Cronauer has added additional piling underihe structure using his barge, .hydraulic.jetting and hydraulic loading systems. Penetrations typically of.10 to 12 feet Were experienced: These piles were also evacuated.and°-fiIled -with concrete so that end bearing -has been -completely established. _The described technique appears to; meet the structural expectation. There has been no: -load testing or inspection"during installation so no certification of this work.is.possible at -this time: It does appear that -.the floor system decking, beams,• pile caps; and piling as a system' are complete. except for the, battered, piling. ; There are -two additional piling'to'be installed in the southeast corner of the building dock. These will be cut off anda 1.5 inch thick galvanized plate will be installed to be the base of a jib,-. . crane:-. This,will be'used to unload-boats..It will be advisable to reinforce the`roof beam''along • the east side of this open,area so that the central•column may be removed. ,This will greatly reduce _the potential for the jib crane to knock down the roof system over -this area. 08004LInsp3. 1 En Mr. Cronauer is fabricating the pile bracing for a gang plank access system. has been' added to the south end of the building going west. It will be connected to the new south beam and its fabricatedconnection at •the west side of the access pier to the building dock.. All this steel, the pilling, and the beam supports will be galvanized for weather protection. None of the battered piling has been installed to date. They are resting on the pier and are -expected to be .installed within the next few weeks. Wind and wave action makes the existing structure move enough to:make the hanging lig hts.swing...This should be eliminated when the battered piling are installed. Fender piling will also reduce some of this movement. Mr. Cronauer has contracted with a lessee to operate a seafood receiving and distribution system in this facility. The .live tanks are located in a very logical: pattern that appears to match the design loading of the floor system., This was 250 PSF live load over the entire floor. Care needs to be taken in that, -the tanks appear to be able•to create half the ,live. load capacity of the structure where they are'situated. Additional, utilization of the space" could, bring the loadings up to the rated capacity. It'would be appropriate to post signs that state 250 PSF live' load or the equivalent:. With this. information it is.now appropriate,to certify that the work done to date appears to have. ; been in accordance with'the engineering and my understanding of the permit requirements. , The existing structure will hold the presented loads but without the battered piles the building will move. Very high wind, wave loads and especially earthquakes.will cause the building to move significantly. There is no way to predict the scope or limit of this -movement., I will continue to. inspect the work as it progresses to assure it meets the engineering. 'If there are any special items that you wish me to observe or permit requirements that I should be aware of please let me. know. I have been able to visit the site oh.a regular basis and, I am typically in conversation with the workers -when ever they have questions or.concerns. The conclusions and recommendations contained in this report are based on conditions, as they existed at the time of my site visits. December 5, 2011 Project: Piel-Repair Fish Market Pier-". job No: 24754 The Landing Port Angeles RE: Pier Survey We wish to supplement our October 15 report regarding the integrity of the referenced pier. In that report, we identified some locations where damaged pilings were found during a low tide inspection. However, we concluded that the pier should be adequate for pedestrian use until repaired because the beams were adequately sized to span across a damaged piling. We recommended that light vehicular traffic be limited to the Southern third of the causeway serving the pier as a result of October's survey. There are two components to this pier. There is an 29'X 245' causeway and there is the pier itself. The Southern 109' of the causeway is built of more recent construction and is in serviceable condition. The Northern 136' of the causeway is of older construction and is the focus of this report. The Western 16' of the causeway will be used for pedestrian and light vehicular traffic and the remainder of the causeway awaits retrofit before placed back in use. This causeway has 18 "bents" which are 12" X 12" wood beams supported by wood pilings. There are joists and decking between the "bents". There has been wood deterioration at approximatelyl I of the support beams. Since our October inspection, the owner has replaced 6 support beams and strongbacked 5 additional support beams. Our inspection shows the remainder of the "bents"appear in serviceable condition We have completed a high tide survey of the beams supporting the pier, and have found that recent work has partially mitigated the deteriorated beams. This work improves the structural integrity of the pier. We hope this report meets your approval.
